Position Summary

This is a position of CFO for a $54 MM Housing Authority with several subsidiaries, instrumentalities, and for-profit and non‑profit related entities. The position supervises the operation of the Finance Department of the Housing Authority. The employee in this class is responsible for directing and supervising the maintenance of the central accounting system of the Authority. Work includes preparing financial reports and presentations to a Board of Commissioners and requires a well‑rounded knowledge of accounting principles and statutory requirements.

Essential Duties and Responsibilities

  • Supervises and reviews various departments’ work in the performance of their fiscal operations.
  • Directly supervises accounting staff.
  • Develop and update, on an annual basis, internal control procedures used to carry out and improve operations.
  • Prepare monthly, quarterly, and annual financial reports; prepare special reports as required.
  • Monitors budget spending monthly.
  • Coordinates and assists other directors with the materials and data required to prepare the annual budget.
  • Oversight of all the information needed for annual financial audits.
  • Requisitions funds from HUD Subsidies via E‑LOCCS.
  • Complete all supplemental reconciliations for the monthly closing cycle.
  • Oversee Capital Improvement, Operating, Voucher Admin, Energy Performance Contracts and other grant funds and reporting.
  • Preparation of annual PHA budget with collaboration from department heads.
  • Coordinating annual independent audits and compliance with HUD and GAAP procedures.
  • Accounts for all Authority funds.
  • Ensure all bank accounts are correctly established with proper signature authorizations.

Work is performed primarily in an office setting, in housing facilities, and out in the community. Noise level is moderate. Frequent state travel by car and occasional out‑of‑state travel is required. Extra hours are needed from time to time. Must be able to endure the stresses of the associated workload, demands, and deadlines.

Qualifications Needed for Position

Experience Requirements:

  • Considerable experience in accounting or auditing work including experience in governmental accounting.
  • Considerable knowledge of the principles of accounting.
  • Considerable knowledge of the laws and regulations of HUD, Public Housing Authorities and Tax Credit entities.
  • Ability to adapt to new enterprise software, strong computer and technical skills: advanced‑level proficiency in Excel and financial modeling.
  • Familiarity with social enterprise is desirable.
  • Familiarity with HUD Section 18 and RAD conversions is highly desirable.

Qualities, Skills, and Competencies:

  • Ability to maintain a complete bookkeeping system and to prepare complete financial statements from such records.
  • Ability to train, supervise and direct the work of a moderately‑sized office staff.
  • Ability to collaborate with coworkers with the objective of ensuring successful delivery of all PHA goals.
  • Ability to multitask to ensure all accounting, reporting, investor communication and multiple ad‑hoc requests are supported.
  • Ability to carry out brief general instructions effectively and with dispatch.

Education Requirements:

  • Graduation from a four‑year college or university with major coursework in Accounting or Business Administration.
  • MBA preferred but will consider any equivalent combination of experience and training.
