Job Description
The Oregon Department of Administrative Services (DAS) is hiring a strategic, relationship‑driven leader to serve as the Moda Center Joint Authority Program Director . This highly visible role is responsible for implementing Senate Bill 1501 and shaping statewide systems that will shape Oregon for years to come. The position leads the development, governance, and renovation oversight of one of Oregon’s most recognized venues while building strong statewide policy and intergovernmental partnerships. As the statewide lead, the Program Director oversees all policy, fiscal, operational, and governance responsibilities for establishing and managing the Moda Center joint authority.
You will direct complex, enterprise‑wide policy and operational initiatives; coordinate high‑priority work from DAS, the Governor’s Office, and the Legislature; and work closely with senior advisors, legal counsel, industry consultants, and partner agencies. Legislative implementation is a central component of this role.
What You’ll Do
- Oversee planning, budgeting, compliance, and risk management for the Moda Center renovation and joint authority.
- Build financial and reporting systems, track fund activity, and ensure audit‑ready documentation.
- Lead legislative implementation efforts, draft required reports, and advise DAS leadership on statutory impacts.
- Prepare high‑level briefings and coordinate communications with the Governor’s Office, DAS leadership, and public partners.
- Manage consultants, contracts, and procurement activities tied to major project milestones.
- Coordinate statewide partners to establish and operate the Moda Center joint authority.
- Facilitate governance decisions, intergovernmental agreements, and ongoing collaboration with DAS, the Governor’s Office, Department of Justice, Department of Revenue, State Treasurers Office, the City of Portland and possible other local government entities.

- Leading effective partner engagement: Cultivating strong relationships with government partners, local jurisdictions, consultants, and community‑facing entities.

Additional Details
- This recruitment is for one full‑time, permanent, management service Operations & Policy Analyst 4 position, and may be used to fill future vacancies.
- Regional residency is required. The employee must be able to report onsite to Salem or Portland within reasonably short notice for ad hoc meetings.
- *The salary listed is the non‑PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
