Position Title: Finance Director

Supervisor: Executive Director

SUMMARY

The Finance Director for the Pamunkey Indian Tribe reports to the Executive Director and is responsible for financial management functions which encompass administration, daily operations, supervision of tribal employees, policies, procedures and grant/program management. Ensures financial operations are in compliance with Tribal laws, ordinances, standards, and all applicable federal and VA state laws.

ROLES AND RESPONSIBILITIES

  • Supervises and trains all Finance Office personnel
  • Works with federal government financial personnel
  • Performs internal audits as needed or directed
  • Works with auditors and resolves audit issues as required
  • Maintains and monitors systems of internal control
  • Ensures Financial Management System compliance
  • Works with Tribal investment management contractors to implement recommendations and carry out investment directives per Chief and Tribal Council
  • Supervises and monitors cash management systems
  • Assists with budget development and prepares budgets
  • Makes financial presentations and provides reports to the Chief and Tribal Council
  • Preparation of computerized financial reports
  • Maintenance of check registers
  • Maintenance of computer journals
  • Preparation of SF-425s
  • Updates PIT MSS to OMB Super Circular modifications and amendments
  • Provide special management reports
  • Recording of income and other revenue
  • Entering and adjusting journal entries
  • Performs contract and grant compliance approvals
  • Performs budget and availability of funds approvals
  • Performs bank reconciliations
  • Entering of audit entries
  • Performs payroll administration operations
  • Performs system back up procedures

KNOWLEDGE AND COMPETENCIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Must be willing to work flexible hours as needed. Trustworthiness is required.

Education and/or Experience:

Bachelor’s degree from an accredited college or university in accounting, business or related field is required. Seven (7) years’ experience in finance, business or related field with similar responsibilities to those detailed above may be substituted for degree.

A minimum of five (5) years’ experience in an administrative capacity is required, ten (10) years preferred.

Computer skills proficient to develop and maintain financial, operating and reporting requirements for all budgeting, reporting and grants as required by federal, state and private entities. Must have a working knowledge of business and financial concepts and perform financial analysis as needed or directed.

Supervisory Experience (strongly preferred):

Direct experience in management of a department and/or staff; experience in hiring, counseling and evaluating employees. Five (5) years of management experience is strongly preferred.

Grant Expertise (required):

Knowledge of federal, state and private grants to appropriately manage the Tribe’s financial requirements. Ability to manage oversight of the grants from beginning through audit and review. Should candidate lack sufficient expertise in this area, he/she must complete adequate training in financial grants management within the first 90 days of employment.

Financial Proficiency (required):

Analytical skills; development and completion of all budgetary control, monitoring, reporting and auditing within the awarded grants and budget. Familiarity with Microix and MIP strongly preferred.

Teamwork (required):

Strong interpersonal skills to work effectively within and outside of the Tribe and with Chief and Council; exercises tact and diplomacy in working with other agencies.

Ethics (required):

Strong adherence to policies and procedures; maintains strict confidentiality.

Judgement (required):

Demonstrate skills to effectively negotiate, mediate and make decisions; proven record of being detail oriented.

Planning/Organizing (required):

Excellent written and communication skills; ability to develop, monitor and complete short- and long-range goals; consistent work in quality improvement; ability to multi-task and shift priorities; effectively develops plans, programs and objectives; effective use of time; personnel, funds for maximum efficiency.

Computer Skills (required):

Experience in standard Microsoft Office and financial softwarepackages.

Dependability (required):

Reports to work timely and consistently.

Other Requirements (required):

Knowledge of tribe; familiarly with tribal laws, ordinances, federal laws about Native Americans; previous experience in related field.

SUPERVISORY RELATIONSHIPS

Finance Director reports to and shall receive general direction from the Executive Director. This position will supervise accounting staff. They will show initiative in carrying out assigned duties and responsibilities in a professional and businesslike manner, consistent with Pamunkey Indian Tribe policies and Federal and VA State program requirements.

Work Location: Pamunkey Indian Reservation

Benefit Conditions: After completion of 90 Days Probation Period
