OSP Director of Construction

Strategic Leadership

  • Develop and execute OSP construction strategies aligned with the company’s network deployment goals.
  • Provide leadership and direction to internal teams, contractors, and cross-functional partners.

Project Management

  • Oversee the end-to-end construction of outside plant infrastructure, including aerial and underground fiber builds, utility pole attachments, conduit installations, and civil construction.
  • Ensure projects are completed on time, within scope, and within budget.
  • Establish project schedules, milestones, and performance metrics.

Vendor & Contractor Oversight

  • Select, negotiate, and manage third-party construction vendors and contractors.
  • Monitor contractor performance and adherence to safety, quality, and contractual standards.
  • Resolve issues and escalations with external partners as necessary.

Compliance & Safety

  • Ensure construction activities comply with local, state, and federal regulations, including permitting, right-of-way usage, and environmental requirements.
  • Champion a culture of safety; ensure all work follows OSHA and industry safety standards.

Budget & Cost Control

  • Develop and manage construction budgets, forecasts, and cost controls.
  • Review and approve invoices, change orders, and project expenditures.

Team Development

  • Hire, mentor, and lead a high-performing construction management team.
  • Foster a collaborative, accountable, and results-driven work environment.

Cross-Functional Collaboration

  • Work closely with Billing, Permitting, Municipalities, Network Operations, and Executive teams to align construction plans with business priorities.

Qualifications

Required:

  • Bachelor’s degree in Construction Management, Engineering, Telecommunications, or a related field (or equivalent experience).
  • 8+ years of experience in telecommunications construction, with at least 3 years in a senior leadership role.
  • Proven experience managing large-scale fiber or broadband OSP construction projects.
  • Strong understanding of OSP design, engineering, permitting, and construction processes.
  • Experience with aerial and underground construction methods and utility coordination.
  • Excellent leadership, organizational, and communication skills.
  • Proficiency in project management tools and construction tracking platforms.

Preferred:

  • PMP certification or equivalent project management credentials.
  • Knowledge of industry standards (e.g., NESC, NEC, RUS).
  • Familiarity with GIS-based mapping tools and fiber management systems.

Work Environment & Physical Requirements

  • Office-based with regular field visits to construction sites.
  • Travel required to regional project sites and contractor meetings as needed by market and project needs.
  • Ability to work outdoors in varying weather conditions when needed.
  • Must be able to walk construction sites and inspect physical infrastructure.
