Job Description

Job Summary Provides leadership and strategic direction for all human resources functions, ensuring compliance with laws and policies while fostering a positive and productive workplace. Under the general administrative direction of the Assistant City Manager.

Principal Duties - Essential Job Functions and Key Responsibilities

Strategic Leadership & Policy

  • Develop and implement HR strategies, goals, policies, and procedures aligned with City objectives.
  • Ensure compliance with federal and state employment laws (EEO, FLSA, labor agreements).
  • Serve as the City’s principal HR expert during regulatory hearings, arbitration, and committee service.

Talent Management

  • Oversee recruitment, staffing, onboarding, training, performance management, and retention programs.
  • Implement recruitment, advertising, and hiring policies and procedures.
  • Monitor job classification systems and job structures.

Employee Relations

  • Manage employee relations, grievances, and wellness programs.
  • Provide guidance to supervisors on performance management, disciplinary actions, and grievance procedures.
  • Promote a positive work culture and resolve workplace conflicts.
  • Administer compensation structures, benefits programs, and job classifications.
  • Provide budgetary guidelines for salaries and benefits; monitor HR budget and approve expenditures.

Compliance & Risk Management

  • Ensure adherence to employment laws, labor agreements, and City policies.
  • Oversee Workers’ Compensation and liability claims in coordination with insurance providers.
  • Identify and mitigate liability exposures; ensure proper safety and benefits administration.

Leadership & Supervision

  • Supervise HR staff, including training, motivating, and evaluating performance.
  • Assign work and establish performance objectives.
  • Enforce personnel rules and standards impartially.
  • Act as liaison between City Manager, department heads, and external organizations.
  • Attend City Council meetings as required.
  • Represent the City in hearings, court testimony, and arbitration.

Other Duties

  • Perform related work as required.
  • Occasional travel for seminars and training.

Alcohol and Drug Testing Policy

This position has oversight of the City of Del Rio Gas and Transportation Division’s Alcohol and Drug Testing Policies, which requires and includes Pre-employment testing, Post-Accident Testing, Random Testing, Reasonable Suspicion Testing, Return-to-Duty Testing, and Follow-Up Testing

Qualifications & Skills

  • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred).
  • Extensive experience in HR leadership, policy development, and compliance.
  • Strong knowledge of employment laws, labor relations, and risk management.
  • Excellent communication, negotiation, and conflict resolution skills.
  • Ability to lead strategic initiatives and manage multiple priorities.
