Essential Job Functions As a member of the Administrative Office of the Courts’ executive staff, the Deputy Director assists in the development and direction of the Maryland Judiciary’s Human Resources programs, including annual budget development, policy formulation, and oversight of HR functions such as talent acquisition, salary administration, payroll, benefits, and performance management.

Essential Duties and Responsibilities

Strategic Workforce Planning:

Develop short‑ and long‑term plans, manage special projects, and coordinate with other Judiciary stakeholders.

Operational Leadership:

Orient, supervise, and delegate to subordinate managers; oversee work to ensure alignment with policy and federal/state laws.

Recruit, train, and supervise HR staff; handle performance management and disciplinary actions.

Investigate and resolve complex requests and audit findings with broad Judiciary implications.

Serve as primary resource for compensation structure, benefits, and budgeting decisions; provide cost and statistical analysis for HR actions.

Maintain the HR Information System, PIN management, and data reporting.

Ensure continuity of HR functions during a COOP occurrence.

Education and Minimum Qualifications

Bachelor’s degree from an accredited college or university.

Eight (8) years of progressively responsible professional HR experience.

Four (4) years of experience managing staff.

Knowledge, Skills, and Abilities

Knowledge of public personnel administration, federal and state laws, Maryland Rules, and Executive Orders.

Knowledge of data analysis, payroll processing for the State of Maryland, and HR information systems.

Knowledge of the Judges Retirement System, Employee Pension System, and Maryland Judiciary policies.

Analytical, communication, leadership, and interpersonal skills; ability to advocate and influence at all levels.

Physical and Technical Requirements

Primarily sedentary work; occasional lifting up to 10 pounds.

Proficiency with personal computer, Microsoft Office suite, and the Judiciary HRIS (PeopleSoft).
