Position Title
Senior Appraiser, Engineering & Operations, Office of Right of Way.
Position Summary Supports the agency’s mission by performing quality reviews of eminent domain real‑estate appraisal reports for quality assurance purposes and completing appraisal reports for internal use.
Key Responsibilities
Review real‑estate appraisal reports and evaluate right‑of‑way cost estimates.
Perform quality assurance reviews of District Right‑of‑Way valuations.
Lead cost‑estimate and appraisal training for the Right‑of‑Way Training Program and provide continuing education for staff and consultant appraisers.
Assist with development and implementation of laws, rules, policies, procedures, user manuals, and guidance documents related to appraisal, appraisal review, and cost estimating.
Assist in directing and participating in training development and presentation for the Right‑of‑Way Training Program and other training opportunities.
Monitor valuation services reports and provide technical assistance to stakeholders.
Attend and participate in meetings, conferences, legal proceedings, and testimonies to provide expert advice or counsel.
Assist in directing development and implementation of a Quality Assurance Program.
Ensure Districts quality‑control systems are in place and working effectively.
Required Knowledge, Skills, and Abilities
Knowledge of department policies and procedures, state laws, federal rules and regulations related to appraisal.
Skills in developing, planning, and participating in the Quality Assurance program for appraisal; proficiency with Microsoft Word, Excel, and PowerPoint.
Ability to assist in developing training plans and administer training for appraisal, appraisal review, and cost estimating; communicate effectively orally and in writing; work productively and professionally with others; analyze and interpret data; research and solve problems.

This position requires response before, during, and following emergency situations.
Minimum Qualifications
Six (6) years of relevant professional or technical experience and a high school diploma or its equivalent. Post‑secondary education may substitute for the required experience on a one‑to‑one basis.
Salary Annual salary range: $78,000.00 – $84,359.60. Bi‑weekly compensation: $3,000.00 – $3,244.58.
