DOTD Engineer 8, Associate Director – Section 19 – Louisiana Transportation Research Center

Position number 19/ /ENG8/ ‑TLM. This role is open only to current permanent classified DOTD employees.

About this Position

LTRC is the division responsible for the transportation research program in Louisiana within the Louisiana Department of Transportation and Development (LADOTD). The program encompasses a full spectrum of operations including infrastructure materials, pavements, and geotechnical to safety, traffic planning, environmental, intermodal, management, and policy studies. The incumbent makes authoritative decisions that impact the department’s activities and oversees a staff of engineers, managers, specialists, professors, and contract researchers.

Responsibilities

  • Plan, develop, and administer the programs of the Research and Development Section (19) with a combined staff of 50–75 professionals and a total program budget in excess of $15 million.
  • Plan, establish, develop, produce, and execute authoritative engineering programs that influence all transportation entities in the state, including DOTD, federal and local governments, metropolitan planning organizations, and industry.
  • Use publications, videos, workshops, seminars, and reports to disseminate information about the latest technologies produced nationwide or by LTRC to the transportation community.
  • As the budget and appointing authority for the Research Section, prepare and administer the section’s operating budget and staffing needs, set strategic and operational plans, and manage personnel according to civil service/DOTD and LSU regulations.
  • Seek external federal and self‑generated funding contracts from organizations such as the National Science Foundation, National Cooperative Highway Research Program, federal agencies, and the private sector, navigating complex contractual and administrative regulations.
  • Advise and provide leadership at directorate, division, and office levels on the development and implementation of new technologies and programs; serve on departmental task groups to improve policies, procedures, and operations statewide; negotiate critical issues with engineers and officials of public/private transportation industry; serve as expert witness in technical areas supported by the research program.
  • Represent Louisiana on national and regional committees in the National Academies’ Transportation Research Board, AASHTO’s Research Advisory Committee, FHWA technical committees, and other professional organizations.
  • Serve as liaison with federal, state, and university personnel locally and nationally in administering research, technology transfer, and workforce development programs; advise the LTRC policy and foundation boards.

Qualifications

  • Possession of a current Louisiana license to practice professional engineering.
  • Two years of experience at the supervisory level or above in either:
    • Four years of licensed engineering experience; or
    • Eight years of professional engineering experience.
  • Experience substitutions:
    • A master’s degree in engineering substitutes for one year of professional engineering experience.
    • A doctorate degree in engineering substitutes for two years of professional engineering experience.
    • Advanced degrees substitute for a maximum of two years of professional engineering experience.
    • No substitution for licensed engineering experience.
  • Engineering experience gained while licensed as a professional engineer is accepted as licensed engineering experience.
  • Engineering experience gained after earning an ABET‑accredited degree and prior to earning a professional engineer’s license is accepted as professional–level engineering experience.
  • Applicants licensed to practice professional engineering in other states may apply; if selected, they must obtain a Louisiana license before appointment.
