Overview

Deputy Associate Superblock Director for Compliance and Assurance. The Superblock comprises Hazard Category 2 and Category 3 non-reactor nuclear facilities and radiological facilities at Site 200 in Livermore, California. Reports to the Associate Superblock Director (ASD) for Compliance and Assurance. The role resides in the Superblock organization within the Strategic Deterrence Directorate and requires full‑time on‑site presence.

Responsibilities

  • Provide operational leadership and technical direction to ensure sustained compliance with DOE Orders, and applicable federal, state, and local laws and regulations.
  • Assist the ASD for Compliance and Assurance in fostering a culture of safety, quality, and operational excellence across the organization.
  • Directly manage the implementation and execution of functional areas, collaborating with technical staff leaders and managers to align with institutional objectives.
  • Support development and day-to-day management of budgets, schedules, and performance standards to meet Laboratory requirements.
  • Represent the ASD for Compliance and Assurance in collaborations with stakeholders and senior leadership to achieve mission deliverables.
  • Execute continuous improvement initiatives and manage assessment processes, including tracking metrics to meet organizational goals.
  • Lead the optimization of policies, procedures, and processes within nuclear facilities to ensure adherence to regulatory standards.
  • Ensure Superblock personnel receive the training, resources, and tools to execute programmatic work safely and efficiently.
  • Perform other duties as assigned.

Qualifications

  • Active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor’s degree in a science, engineering, or other technical field, or the equivalent combination of education and related experience, with significant problem-solving experience.
  • Extensive experience managing work in highly complex technical programs at DOE, commercial, or Navy nuclear facilities.
  • Extensive knowledge of DOE policies, procedures, regulations, and standards (e.g., DOE Orders 420.1C, 422.1, 430.1C, 433.1B, 425.1).
  • Experience managing technical organizations or complex functional areas to meet institutional and customer requirements.
  • Experience interacting with and negotiating on matters of significance to the organization, including leadership and management skills to guide innovative directions and contribute to institutional goals.
  • Experience in performance management and supervision of technical, scientific, and administrative staff, including performance issues, career development, annual appraisals, and salary management.
  • Experience implementing operational goals for technical programs.

Desirable Qualifications

  • Master’s degree in Science, Engineering, or Business Administration.
  • Previous or current NQA-1 Lead Auditor qualification.
  • Experience establishing and implementing strategic policies and procedures within nuclear programs and deploying effective methods.
  • Advanced knowledge of continuous improvement initiatives in quality, safety, and efficiency, with ability to promote process improvement across the workforce.
  • Demonstrated leadership and organizational development skills applied to directing a broad organization.

Pay Range

$282,210 - $359,700 annually. Note: This range reflects the expected pay at posting and may vary based on competencies, education, experience, location, and other factors.

Additional Information

  • Position Information: Career Indefinite, open to Lab employees and external candidates.
  • Security Clearance: Requires an active DOE Q-level clearance or active Top Secret clearance at time of hire.
  • Pre-Employment Drug Test: Post-offer, pre-employment drug testing required (per Federal Law for Federal Contractors).
