The Air Force Civilian Service (AFCS) is looking for a, full time Supervisory Information Technology (IT) Cybersecurity Specialist, Technical Advisor (GG-2210-14), working at the 367th Cyberspace Operations Squadron (COS), Joint Base San Antonio - Lackland Air Force Base (AFB), in San Antonio, Texas.
This position is a Cyber Excepted Service (CES) position implemented under Section 1599F, Title 10 United States Code (USC).
Required 3-year probationary period for new Federal government appointments.
CES applies and documents Veterans' Preference IAW Department of Defense (DoDI) 1400.25, Volume 3005.
Salary ($133,233 - $182,092) based on experience
Relocation expenses may be paid.

Qualifications/Requirements:
In this position you will serve as the Technical Advisor to the 367 COS Commander and serves as the first-level supervisor, responsible for planning, directing, organizing, and exercising control over non-supervisory employees assigned to the 367 COS. You will provide advice and assistance to the Squadron Commander in the development, acquisition, and implementation of technology procedures and operations necessary to execute the mission. Additionally, you will advise and provide mentorship to employees regarding policies, procedures, and directives of management.
Must be a U.S. Citizen
Must be able to obtain & maintain a "Top Secret/SCI" Security clearance
This position is designated as a Drug Test Designated Position
Incumbent is subject to psychological screening/polygraph testing as an inherent
primary requirement of their position.
This position includes Department of War (DoW) Cyberspace work and requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months.
• Knowledge of a wide range of IT management information systems and application soft requirements and application software development techniques required to oversee projects of considerable difficulty and with little specificity regarding approach to be followed.
• Knowledge of agency, Air Force, Department of War, United States Cyber Command, and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). Knowledge of safety and security regulations, practices, and procedures including security practices for safeguarding classified information.
• Knowledge of performance characteristics of telecommunications systems, intelligence exploitation equipment, systems, services, and transmission infrastructure to evaluate new devices, proposals, and approaches. Knowledge of government contracting procedures, legal requirements, and contract personnel oversight to include rating and reporting performance.
• Knowledge of strategic planning and subsequent financial resource management (i.e., manpower, contracting, and funding), including resource planning, programming, budgeting, and execution; in-depth knowledge of cost-benefit analysis methods and analysis of performance data to prepare Program Objective Memorandum (funding for resources and operational structure), Unfunded Requirements, and budget recommendations.
• Ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; and effectively advocate for a position and skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing.
• Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and carry out all phases of personnel management responsibilities.
