Overview

The Unit Director (Manager IV - DRS UD) is responsible for administering and overseeing the daily operations, programming and activities of a cluster of homes at the designated State Supported Living Center (SSLC). The role includes managing residential services, coordinating interdisciplinary teams, and ensuring compliance with state and federal regulations, as well as continuous quality improvement.

Essential Job Functions

  • Attend work on a regular basis, following specific shift schedules and performing other duties as assigned.
  • Serve in an on‑call status on a rotating schedule as required.
  • Develop strategic plans and long‑ and short‑term goals with local SSLC leadership, focusing on quality improvement and compliance with the Department of Justice Settlement Agreement.
  • Manage day‑to‑day activities, operations, and delivery of programs and services for the assigned homes/units to ensure 24/7 programs and services.
  • Develop and approve staffing schedules, ensuring adequate DSP staffing based on levels of supervision.
  • Provide guidance to the interdisciplinary team (IDT) and collaborate with department leads (e.g., QIDP, behavioral health, active treatment/vocational services) to integrate programs.
  • Implement operational policies and procedures, train staff, monitor compliance, and take corrective action when needed.
  • Hire, train, promote, and evaluate staff; conduct performance reviews and develop staff growth plans to enhance retention.
  • Provide technical assistance, conflict resolution guidance, and support to supervisory staff dealing with complex behavior management.
  • Analyze staff and system reports (e.g., staffing, turnover, overtime) to guide continuous improvement initiatives.
  • Ensure quality and effectiveness of plans produced by interdisciplinary teams, including behavioral support, psychiatric, counseling, and skill acquisition plans.
  • Participate in meetings, work groups, and task forces such as CIT, IMRT, and special project committees.
  • Respond to crisis/emergency situations and take immediate action to resolve issues.
  • Serve in the capacity of Administrator on Duty in rotation and be on‑call as needed.
  • Perform other duties as assigned, including disaster response or continuity of operations support.

Knowledge, Skills & Abilities

  • Knowledge of Texas Administrative Code, HHSC policies, Department of Justice Settlement Agreement, Life Safety Code, and regulations for services for individuals with intellectual disabilities.
  • Knowledge of behavior support plans, skill acquisition plans, psychiatric support plans, medication management, and trauma‑informed care.
  • Skill in applying ICF/IID standards, using logic and reasoning for problem solving, developing administrative policies, and leading staff.
  • Skill in using agency software (Microsoft Office Suite, SharePoint).
  • Ability to present information to management and public audiences, manage crises, organize work, analyze data, and make independent decisions.
  • Ability to work in a team, supervise, train, schedule, and prioritize staff activities.
  • Ability to communicate effectively in spoken and written form, develop policies, and evaluate procedures.

Registration, Licensure & Certifications

  • Valid Texas driver’s license, or obtain it no later than 90 days after hire.
  • Driver’s license from another state must be accompanied by a certified driving record.

Initial Screening Criteria

  • Bachelor’s degree from an accredited college or university.
  • Either:
    • Two (2) years of experience working with people with intellectual and developmental disabilities in a residential setting AND at least one (1) year of experience leading or managing multiple staff members.
    • OR Four (4) years of experience in the above residential setting AND at least one (1) year of leadership experience.

Additional Requirements

  • Must pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks (CANRS, Nurse Aide, Medication Aide, HHS LEIE).
  • Males ages 18‑25 must register with the Selective Service.
  • All State Supported Living Center employees are subject to random drug testing.
  • Flexibility in work hours may be required; overtime, extended hours, weekends, and holidays may apply.
  • Applicants must be at least 18 years of age.
