
Technical Writer & Federal Opportunity Pipeline Analyst

Responsibilities Lead proposal development and support SSC’s federal business growth.
Review federal solicitations (RFPs, RFQs, RFIs, Sources Sought), analyze requirements, and develop clear, compliant technical proposals reflecting SSC’s capabilities (technical approach, management plans, staffing, quality control, transition strategies, and past performance).
Create compliance matrices; coordinate with subject matter experts and leadership; manage the full technical writing workflow from draft to submission.
Monitor federal procurement platforms, identify relevant opportunities, and maintain an organized pipeline with key details (agency, NAICS code, contract type, estimated value, timelines, incumbents) to help leadership prioritize pursuits.
Serve as a mid-to-senior proposal professional who can independently own the proposal process while strengthening SSC’s federal contracting strategy.
Required Qualifications Bachelor’s degree in Communications, Business, English, Public Administration, or related field
7+ years of experience supporting federal proposal development or technical writing for government contracts
Demonstrated experience responding to federal solicitations (RFPs, RFQs, or IDIQ task orders)
Experience developing proposal compliance matrices and proposal outlines
Strong writing, editing, and document organization skills
Ability to interpret federal solicitation requirements and evaluation criteria
Ability to manage multiple deadlines in a proposal-driven environment
Preferred Experience Experience supporting proposals for federal services contracts
Familiarity with IDIQ, BPA, or GSA contract vehicles
Experience collaborating with distributed proposal teams and subject matter experts
Knowledge of federal socio-economic contracting programs such as 8(a), HUBZone, WOSB, and SDVOSB
Familiarity with proposal development processes including color team reviews and proposal timeline
Work Environment This is a 100% remote position (U.S. based) and requires the ability to collaborate effectively with distributed teams through virtual meetings and online collaboration tools.
Compensation & Benefits Salary range of $75,000–$100,000 annually, depending on experience.
