Qualifications Education: Graduation from an ABET‑accredited college or university with a bachelor’s degree or higher in engineering or engineering technology program.

Special Qualifications: Applicants must possess a valid motor‑vehicle operator’s license at the time of appointment for some positions.

Overview Under immediate supervision, an employee is responsible for professional environmental work of routine difficulty and performs related work as required.

This is the entry‑level class in the TDEC Environmental Protection Specialist sub‑series. An employee in this class is assigned to learn a variety of environmental engineering duties and may perform environmental program and/or regulatory duties in a specific specialty area such as air pollution, water resources, remediation, solid waste management, toxics, or underground storage tanks.

This class differs from TDEC Environmental Protection Specialist 2* in that an incumbent of the latter performs environmental duties at the working level under general supervision.

An applicant appointed to this flexibly staffed class will be reclassified to TDEC Environmental Protection Specialist 2* after successful completion of a mandatory one‑year training period. Inadequate or marginal performance during the training period will result in automatic termination.

Responsibilities

Under direct supervision, perform environmental inspections, complaint investigations, remediation, and monitoring work (including sampling and evaluation of environmental media and other materials), environmental surveys, and inspections of equipment, structures, materials, and sites/facilities of routine difficulty to evaluate pollutant levels and ensure compliance with environmental laws, regulations, or other standards; develop corrective action recommendations and, if necessary, initiate enforcement action.

Under direct supervision, obtain, review, and analyze engineering designs, reports, plans and specifications; verify calculations; assess routine technical information for adequacy and completeness; interpret findings to ensure compliance with design criteria and regulations; assist with corrective actions and enforcement where required.

Under direct supervision, conduct research on regulatory information and studies of environmental pollution to develop or revise regulations, technical policies, SOPs; communicate findings to stakeholders.

Under direct supervision, prepare technical information and documents (records, drawings, reports, permits, TMDL, etc.) of routine difficulty in a concise, legally defensible manner; maintain data and documentation per division and agency requirements.

Under direct supervision, operate, maintain, troubleshoot, and calibrate field equipment and electronic instruments to ensure proper operation per specifications and regulatory requirements; handle equipment repair and replacement as needed.

Under direct supervision, assist management with budget adherence by ensuring contractors comply with established rates; provide technical oversight, review, and project management of state/federal grant loan programs.

Foster trust, respect, and cooperation among staff and stakeholders through education on system operations, equipment, and environmental programs.

Under direct supervision, provide technical assistance to regulated operations, stakeholders, internal staff, and other personnel in response to environmental incidents or routine requests/inquiries.
