Job Description The Project Construction Specialist provides expertise in transmission splicing and cable pulling for 69 kV, 138 kV, and 345 kV systems, working with both pipe-type feeders and solid dielectric/polyethylene (PE) cables. The Project Construction Specialist should have a strong working knowledge of the overall maintenance and operation of Con Edisons transmission system, including but not limited to pulling cable, splicing cable, establishing and maintaining freeze pits, repairing leaks on existing HPFF systems, installation of various conduit systems for transmission cable, working in substations on substation equipment, etc. This position ensures safe installation and splicing of high-voltage underground transmission systems, in accordance with company guidelines and industry standards. The Project Construction Specialist also contributes to developing bid packages, work methods, specifications, construction documents, and offers field support during construction activities. They maintain clear communication across all company departments to ensure projects are completed safely and meet environmental regulations. The role involves coordinating departmental activities to keep projects on schedule and within budget, aligning with departmental priorities. Additionally, this position covers all aspects of construction disciplines related to installing underground facilities. This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.
Responsibilities
Provide guidance on matters that impact construction, such as Environmental Health & Safety (EH&S) requirements, government agency permit requirements, identify long lead equipment and permits.
Provide guidance to field representatives regarding transmission procedures and best practices for installation, pulling and splicing 69 kV, 138 kV, and 345 kV pipe-type and PE cable systems.
Provide guidance to all team members on all aspects of projects pertaining to but not limited to high voltage facility installation, cable installation and splicing.
Participate and contribute to engineering package development by reviewing scoping documents, attending field walks, reviewing midpoint and subsequent drawing and specification packages, and verifying construction package accuracy through site visits. Conduct a comprehensive review of the entire construction package with the project team, including all drawings and specifications, to ensure constructability.
Assist the Construction Manager and project team with reviewing engineering estimates and final appropriation.
Collaborate with team members to develop the Construction Milestone schedule, ensuring its integration into the overall project timeline and supporting effective project management.
Identify key organizations influencing construction activities, such as Construction Services, Transmission Operations, Facilities, and others.
Prepare Bid Packages in coordination with the team by verifying available funding, drafting funding requests, establishing special conditions that address schedule milestones, general contract requirements, coordination with internal and external stakeholders, and site logistics.
Review the list of approved vendors, examine bid documents, conduct field assessments, manage Q&A tracking and responses, provide clarifications throughout the bidding process, and participate in fact‑finding and pre‑award meetings.
Support and facilitate the submittal process, Requests for Information (RFIs), and issue resolution regarding clarification of bid and scope documentation.
Evaluate contract modifications for impacts on funding, scope, and schedule.
Review Cost Work Estimates (CWE) with Project Managers, Construction Managers, and the Project Team.
Offer guidance to field representatives regarding closeout procedures, including punch lists, permits, payments, commissioning, turnover, and lessons learned.
Coordinate and lead field meetings as required with governing agencies.
Mentor both experienced and new team members in interpreting and applying construction and engineering drawings, specifications, and high voltage splicing and cable installation techniques.
Qualifications Required Education/Experience
Master’s Degree Engineering, Construction Management and 4 years of relevant work experience in Construction, Transmission or Electric Operations
Bachelor’s Degree Engineering, Construction Management and 6 years of relevant work experience in Construction, Transmission or Electric Operations
Associate’s Degree Engineering, Construction Management and 9 years of relevant work experience in Construction, Transmission or Electric Operations
High School Diploma/GED and 11 years of relevant work experience in Construction, Transmission or Electric Operations
Relevant Work Experience
Excellent organizational, interpersonal, and communication skills required.
Ability to interact with internal and external customers, contractors, local and state agencies, required.
Proficient in Microsoft Office (Word, Excel, PowerPoint), required.
Transmission cable pulling and splicing experience required.
Working knowledge of Construction operations software applications is preferred.
Previous managerial or supervisory experience preferred.
