Job Title Medicaid-Medicare Policy Advisor (Program Specialist VI)

Job Summary The Program Policy team within Medicaid and CHIP Services (MCS) Office of Policy seeks a highly qualified candidate to serve as the lead staff member in major Medicaid managed care projects, including the Texas Dual Eligible Integrated Care Program, state contracted Medicare Advantage Plans and Dual-eligible Special Needs Plans, and Medicaid wrap‑around services for dually eligible beneficiaries. The role also focuses on enhancing Medicare‑Medicaid integration for individuals dually eligible for both programs, working closely with internal and external stakeholders.

Responsibilities

Take initiative to use subject matter expertise to identify and propose solutions to program needs.

Coordinate and collaborate with internal and external stakeholders to develop policy.

Oversee the development of operational policy, including contract, administrative rule, manual, and procedural requirements.

Assist in ensuring compliance with program policies and procedures, statutes, and rules; oversee and participate in the resolution of issues.

Facilitate meetings with stakeholders, including managed care organizations, provider associations, people receiving services, and advisory committee members.

Serve as agency liaison to pertinent advisory committees or workgroups.

Develop program policies, procedures, standards, and manuals.

Prepare high quality written reports, correspondence, and other documents.

Draft legislative reports.

Develop and provide training.

Analyze program policies and legislation.

Lead coordination of and consult with internal and external stakeholders, keeping supervisor informed of pertinent issues.

Perform other duties as assigned.

Essential Job Functions

(25%) Oversee the analysis, development, implementation, and documentation of federal and state legislation and regulations; develop and provide oversight healthcare policy, legislative analyses, research papers, reports, and responses to stakeholder inquiries.

(20%) Work with internal and external stakeholders to develop, implement, and manage projects or special initiatives related to programs and services for people dually enrolled in Medicaid and Medicare.

(20%) Establish, facilitate, and participate in multiple workgroups and committees; may develop and provide training to internal staff and external entities.

(20%) Prepare and approve high quality written documents, including program and project updates, executive memos, presentations, legislative reports, rules, waivers, and state plan amendments.

(10%) Lead coordination of and consult with internal and external stakeholders, keeping supervisor informed of pertinent issues.

(5%) Other duties as assigned.

Knowledge, Skills & Abilities

Knowledge of Medicaid, Medicare, or long‑term services and supports (LTSS).

Knowledge of federal and state Medicare and Medicaid laws and regulations.

Knowledge of government organization and administration.

Knowledge of principles of health and human services policy and planning.

Knowledge of Texas legislative processes.

Ability to analyze complex legislation and policy; develop solutions.

Ability to synthesize and evaluate highly complicated policy information.

Ability to research, gather, assemble, correlate, and analyze facts.

Ability to communicate effectively orally and in writing, adjusting to audience.

Ability to work with internal and external stakeholders.

Ability to manage multiple tasks and projects; exercise sound judgment.

Ability to work independently with limited direction.

Proficiency with Microsoft Office Suite (Outlook, Teams, Word, Excel, Planner).

Initial Screening Criteria

Bachelor’s degree from an accredited four‑year college or university and at least two years’ full‑time work experience in health and human services.

Master’s degree in public affairs, social work, public health, or related field and at least one year of full‑time work experience in health and human services.

High school diploma and at least five years’ full‑time work experience in a health and human services field.

Preferred Screening Criteria

Master’s degree in public affairs, social work, public health, or public administration.

Two years of full‑time work experience in the health and human services field.

Work experience in Medicaid or Medicare.

Experience developing or overseeing advanced (senior‑level) deliverables, reports, or other technical writing work products.
