Technical Advisor

Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare, Hospital & Ambulatory Policy Group, Division of Acute Care. As Health Insurance Specialist, referred here as a Technical Advisor, GS-0107-14, you will lead multiple payment policy teams which focus on payment, legislation, appeals and litigation. Responsibilities Serve as a technical expert and advisor on issues relating to payment methods and policies for the Inpatient and Long Term Care Hospital Prospective Payment System (IPPS/LTCH PPS) . Develop and execute analyses in order to make policy recommendation regarding how Medicare pays for hospital inpatient services. Use analysis results to inform and make recommendations to senior leadership on the development of payment rates, payment incentives and policy development for IPPS and LTCH PPS. Lead projects and team members designed to develop and implement payment policies and incentives for hospital inpatient services. In order to qualify for the Technical Advisor position , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing technical direction in implementing payment methods for inpatient and long-term hospital care, and 2) Conducting analysis, in order to inform policy recommendations regarding how Medicare pays for hospital inpatient services, and 3) Providing recommendations to senior leadership based on the analysis of the inpatient and long-term hospital care data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
