to support their records management application by integrating a new redaction solution into their existing Oracle environment. Candidates should have experience supporting Oracle integrations and AI software projects.

Responsibilities include (but are not limited to): Lead the evaluation, selection, and implementation of a redaction and records management solution . Design and oversee system integration workflows, including data mapping, ETL processes, software configuration, testing (unit, end-to-end, performance), and deployment into production. Ensure data governance, security, and compliance by defining validation rules, identifying integration risks, and documenting procedures while training users and supporting adoption. Minimum Candidate Characteristics:

8-10 years of Business Analyst experience (requirements gathering, system integration, software evaluation, and full project lifecycle documentation)

Proficiency with Oracle environments, Visio, PowerPoint, testing methodologies (SIT/UAT), and AI-powered software implementation.

Exceptional Candidate Characteristics:

Experience with a TX State Agency Deep knowledge of records management regulations and practices, including Public Information Requests (PIRs), statutory compliance, and repository applications. Professional certifications in Business Analysis and Project Management

TCEQ is seeking a Business Analyst to assist in developing a framework and implementing an application dedicated to records management document review and redaction.

The Business Analyst will assist with other records management related projects as assigned.

Evaluate potential applications: Review software solutions that align with the organizations needs and is compatible with an Oracle Cloud Infrastructure environment and the agency infrastructure.

Evaluate Current Environment: Review the existing Oracle environment; including application, data sources, and business workflows.

Define integration Goals: Define the objectives of integrating the redaction software; data governance, automation, data verification, backup.

Risk Analysis: Identify any risk to the Oracle environment and agency data.

Security Validation: Provide an analysis on how security is managed with the application, including the transfer of data between applications and the accessibility of information within the redaction software.

Ensure that hardware and software meet requirement for both Oracle and the agency infrastructure

Prepare a comprehensive mapping of data sources

Map out how data will flow between Oracle and the redaction software

Define the Extract, Transform, and Load process as required to move data between oracle and the redaction software

Identify key integration point within the agency infrastructure, and Oracle environment, such as database tables, views

Install and Configure Data Management Software

Connect Oracle to Data Management Software

Data Profiling: Perform date profiling to identify inconsistencies between the primary Oracle database and the redaction software, identifying missing data and in consistencies that might need to be addressed before integration.

Set up transformation rules to ensure that the data from the redaction software aligns with file formats established for preservation (PDF/PDFA), and the data structure aligns with the Oracle database

Implement rules for data validation, quality control, cleansing to ensure data is properly passed through the redaction application to the Oracle cloud environment, and database

Deploy to Production: Oversee the integration to production

User Training: Train the users of the software to ensure an understanding on the maintenance of the redaction tool, its functions, and its integration points with the Oracle cloud and database

Software Testing: Test individual components of the integration and software, data extraction, editing/redaction, loading

End-to End testing: Perform end-to-end testing to ensure data is properly transferred, redacted, and loaded between Oracle and the redaction software.

Performance testing: Verify that integration performs optimally under load, including stress tests to identify performance issues.

Documentation Evaluate current environment: Provide detailed documentation on integration plans, setup, workflows and steps to resolve software issues.
