Supervisory Recreation Specialist (Fitness Program Director)

Summary This position is assigned to the Non‑Appropriated Fund (NAF) Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC). Incumbent has oversight of the Fitness, Sports, and Aquatics programs at the installation. The primary purpose of this position is to plan, manage, and administer a comprehensive, year‑round fitness, recreational sports, and aquatics program, and the associated facilities used in conducting these programs.

Duties Program Management (65%)

Plans, organizes, develops, implements, and manages a diverse and comprehensive fitness, sports, and aquatics program within the scope of objectives and guidelines established at higher organizational levels, including related facilities such as group exercise classes, self‑directed fitness sports, aquatics programs, incentive programs, special events, intramural, extramural and varsity sports, instructional programs, and awareness and education programs. Coordinates with base organizations to ensure fitness advisory members are assigned and the bylaws and philosophy of fitness programs are thoroughly understood. Conducts meetings and hosts collaborative events, educational seminars, and information fairs. Maintains records of command participation and determines winners of individual and base awards, and arranges presentations. Interprets program data, refines methods, and prepares appropriate budgets. Monitors contract services and performs quality assessment and evaluation responsibilities. Completes local needs assessments and incorporates findings into the annual program plan. Coordinates with marketing staff to plan and develop promotional advertising, sponsorship, and publicity strategies. Assists local Command Fitness Leaders in administering Physical Readiness Tests. Solicits, interviews, selects, and directs volunteers and contract instructors. Maintains records and submits volunteers for recognition. Reviews research publications to ensure current methodology and philosophy.

Facility Management (10%)

Coordinates the use and maintenance of indoor and outdoor facilities such as gymnasiums, fitness centers, tennis courts, swimming pools, softball fields, jogging tracks, football, and soccer fields to accommodate the fitness, aquatics, and sports programs. Assists engineers on construction requirements. Works with Naval Facilities Engineering Command and other agencies on maintenance and repair. Develops a five‑year facility improvement program and prepares construction plans. Ensures inventory control and complies with safety, fire, and environmental regulations.

Supervisory Duties (25%)

Directs work of staff including Fitness Coordinator, Sports Coordinator, Aquatics Coordinator, Fitness Facility Coordinator, Outdoor Maintenance Supervisor, and other subordinates. Assigns work, conducts annual performance reviews, provides training, addresses disciplinary issues, and supports CNIC's Equal Employment Opportunity policy.

Conditions of Employment

Must pass all applicable records and background checks.

Must successfully pass the E‑Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

Work is primarily sedentary but may require physical exertion such as long periods of standing, walking, bending, crouching, stooping, stretching, reaching, or lifting up to 45 lbs.

Occasional travel of less than 10 % may be required.

Must be able to work varied schedules including split days off, evenings, weekends, and holidays.

Must obtain and maintain a valid state driver’s license.

Must obtain and maintain Cardiopulmonary Resuscitation and First Aid certification.

Starting May 7, 2025, non‑affiliated individuals requesting access will need a REAL ID‑compliant driver’s license or another acceptable identification.

Qualifications

Knowledge of physical fitness program principles, exercise science, strength conditioning, nutrition, weight control, cardiovascular endurance, and exercise requirements.

Knowledge of biomechanics, fitness testing, and exercise prescription, and proper use of equipment.

Skill in planning and executing a comprehensive fitness, aquatics, and/or sports program, including individual and team sports.

Knowledge of anatomy, physiology, and kinesiology as related to exercise and physical fitness.

Knowledge of military physical fitness standards and testing procedures.

Knowledge of training, performance, and recovery factors.

Knowledge of CNIC’s EEO policy and procedures.

Knowledge of NAF and/or APF budgeting processes and ability to prepare budgets.

Microsoft Office proficiency.

Knowledge of safety, fire, and environmental regulations.

Ability to develop and adapt new methods for effective fitness program management.

Full range of supervisory duties, presentation, and training delivery.

Effective oral and written communication.

Education

Professional certification from a National Commission for Certifying Agencies (NCCA) or Distance Education Accrediting Commission (DEAC) accredited health/fitness organization.

Competency in business and the design and delivery of exercise programs.

At least three years of experience in the fitness industry/field for civilian personnel.

Additional Information Salary is dependent on experience and/or education. The position is compliant with Executive Order 12564 for a drug‑free workplace.
