Overview
The Maryland Health Care Commission (MHCC) seeks a Center Director for the Center for Quality Measurement and Reporting (CQMR). The Director will provide leadership and direction to the CQMR, oversee the Commission’s health care quality measurement, reporting, and value‑based care initiatives, and apply clinical knowledge to strengthen Maryland’s quality reporting infrastructure.
Responsibilities
Lead the CQMR and its three divisions, providing strategic guidance to technical staff.
Direct the collection, reporting, and public dissemination of timely measurement data to support state‑wide provider performance monitoring and quality improvement.
Oversee the development, implementation, and evaluation of value‑based care activities that shift payment from volume to value.
Articulate a forward‑looking path for quality measurement that benefits Marylanders and the state.
Identify new opportunities to incentivize high‑quality care and accomplish action items in MHCC’s strategic vision.
Advise on integrating MHCC’s quality measurement activities with the Department of Health’s infrastructure and enhancing existing state programs.
Collaborate across commission units and the Maryland Department of Health to break down barriers and promote innovative quality measurement approaches.
Minimum Qualifications
Master’s degree in Health Care or related field.
Five to ten years of progressively responsible experience in healthcare quality and performance improvement.
Demonstrated leadership skills.
Desired or Preferred Qualifications
Substantial expertise in quality measurement, data analysis and interpretation, and policy change within complex organizations, especially state, local, or federal agencies.
Previous experience in direct clinical patient care.
