Description
The Department of Revenue’s (DOR) Taxpayer Service Division is looking for a Professional Licensing Representative 1 in Tumwater, WA. The role is part of the Operations unit within the Business Licensing Service (BLS) department and involves handling incoming and outgoing telephone calls, production work, and managing the fast‑paced BLS customer counter.
Responsibilities
Research, review, and process business license applications and renewals in accordance with state and local regulations.
Interpret and apply licensing laws, including Washington State statutes and municipal codes, to ensure regulatory compliance.
Manage licensing workflows on behalf of nine state agencies, over 200 cities, and two counties within the BLS program.
Create and maintain business owner records and related data within the licensing system with a high degree of accuracy.
Process payments related to general and complex licensing transactions, ensuring compliance with financial procedures and audit standards.
Collaborate with partner agencies at the state, city, and county levels to resolve licensing issues and ensure accurate information is reflected across systems.
Provide in‑person support at the Tumwater office as needed to facilitate licensing operations for business owners.
Qualifications
Strong data entry skills and experience managing complex workflows.
Proficiency in databases or enterprise systems for entering, retrieving, and verifying data.
Ability to interpret and apply complex laws, rules, and procedures and explain them clearly to customers.
Analytical skills to investigate records, identify discrepancies, and resolve complex issues.
High‑quality customer service experience across multiple communication channels.
Excellent written communication skills for preparing clear correspondence.
Collaborative relationship‑building skills with internal staff, cross‑functional teams, and external partners.
Cash handling or transaction reconciliation experience with accuracy.
Organizational and prioritization skills for high‑volume workloads under time pressure.
Resilience, professionalism, and adaptability in fast‑paced or high‑stress environments.

Desirable Qualifications
• Associate’s degree and at least three years of customer‑facing experience explaining rules and policies, or
• Bachelor’s degree and at least one year of similar experience.
