Job Summary
The Department of Revenue (DOR) is currently seeking to fill our Expenditures Lead, Fiscal Analyst 5 position in Tumwater, WA. The Expenditures Lead reports to the Procurement & Expenditures Manager and is part of the Business & Financial Services (B&FS) division that supports the mission of DOR to efficiently administer tax laws and public service programs with integrity.

Work Expectations
During the first 6 months of this position, candidate may be required to report to the office for training, as much as 5 days per week. After all training is complete, candidate will be offered a flexible/hybrid work schedule that may require office work one or more days per week.

Responsibilities

Monitor and analyze expenditure data

daily and monthly using Enterprise Reporting and DOR’s payment system, ensuring accuracy, completeness, and timely status updates ahead of monthly close.

Ensure prompt payment compliance

by reviewing payment activity against OFM SAAM 85.32 requirements and internal payment system data.

Develop and maintain internal accounting controls

and procedures for all Fiscal Analyst positions in Purchasing & Expenditures, using RCWs, WACs, and OFM SAAM as guiding standards.

Review and approve vendor payments and employee reimbursements

in accordance with OFM SAAM and DOR policies.

Apply sound judgment in complex situations

by evaluating risks, considering alternatives, making decisions, and coordinating outcomes with the manager when solutions are not straightforward.

Ensure adherence to proper accounting procedures

(GAAP and GASB) in the daily processing of payments.

Train staff

on:

Completing Journal Vouchers to ensure accurate entries into the statewide accounting system.

Budget and expenditure coding based on SAAM and DOR Budget Team requirements.

Support the development of new accounting controls

as systems, procedures, or processes evolve, and train staff on updated practices.

Monitor the Department’s petty cash funds

in alignment with SAAM guidelines.

Participate in workgroups and staff meetings , and lead team meetings in the manager’s absence.

Qualifications

Demonstrated ability to accurately apply Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, and State of Washington OFM SAAM policies

to daily expenditure processing, reconciliation, and financial reporting.

Proven advanced knowledge of applicable accounting requirements for expenditure-related accounts; proven accounting skills to demonstrate ability to complete accurate general ledger accounting transactions, and complete general ledger reconciliations.

Expert ability to conduct complex financial data analysis, including daily and monthly monitoring of expenditure data, reconciliation of fund balances, and preparation of accruals, encumbrances, and related financial statements.

Proven advanced critical thinking, problem solving, and analytical skills, including the ability to evaluate ambiguous or unique accounting issues, weigh risks, consider alternative solutions, and determine appropriate actions independently or in coordination with a manager.

Demonstrated strong customer-service focus and the ability to work cooperatively with team members and contribute to group solutions through constructive feedback, ideas and suggestions.

Demonstrated understanding and appreciation of diverse backgrounds, perspectives, and experiences of colleagues, customers, and communities; demonstrated support of an inclusive culture where everyone feels valued and respected.

Demonstrated ability to cultivate positive working relationships and provide high‑quality customer service, using tact, diplomacy, and an equity-centered approach when assisting staff, reviewing reimbursement claims, or communicating financial requirements.

Proven ability to communicate clearly and concisely, both in writing and verbally, to provide guidance, explain regulatory requirements, deliver training, support customer‑service interactions, and collaborate with internal divisions and external agencies.

Demonstrated advanced skill working with financial systems and software, including the ability to analyze financial data, financial systems, reporting tools and advanced functions in Microsoft Excel and Word.

Preferred Qualifications

Bachelor’s degree in a financial related field which includes 18 quarter hours or 12 semester hours of college-level accounting courses; four years of relevant professional, journey-level accounting, auditing or budgeting experience which includes two years of lead worker experience. Professional experience may substitute for education but not credit hours.

Master’s degree in a financial related field, or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant, which can substitute for one year of experience.
