Senior Benefits Specialist

About the Position
As part of the FiscalNote People team, the Senior Benefits Specialist is responsible for the administration, management and continuous improvement of FiscalNote’s global benefit programs. This role plays a critical part in ensuring our benefits offerings are competitive, compliant, cost-effective, and aligned with the needs of our diverse, global‑workforce – helping us attract, retain, and support our employees and their families.

What to Expect in this Position

Bachelor’s degree in Human Resources, Business, or a related field; CEBS or similar benefits certification is a plus

5+ years of progressive experience in benefits administration, ideally supporting a global or multi‑country workforce

Administer and manage global benefits programs, including health, dental, vision, life, disability, retirement, leave and wellness offerings

Serve as the primary point of contact for benefits brokers, carriers, and third‑party vendors; manage annual renewals, open enrollment, escalations, and vendor performance

Own the accuracy and compliance of the US 401(k) plan, including enrollments, contributions, audits, Form 5500 filings, and nondiscrimination testing.

Serve as the HR point of contact for equity program administration (RSUs and related grants) in partnership with Fidelity, ensuring data accuracy, timely enrollments, and a smooth participant experience

Lead open enrollment planning and execution, including communications, system configuration, vendor coordination, and employee education sessions

Ensure compliance with applicable US and international benefits regulations (ERISA, ACA, HIPAA, COBRA, FMLA, IRS/DOL requirements) and manage required filings and disclosures

Evaluate benefits utilization and employee feedback to identify trends and recommend enhancements that improve the employee experience and manage costs

Partner with Payroll Finance, and HRIS teams to ensure accurate deductions, reconciliations, and data integrity across benefit platforms

Respond to employee questions with empathy and accuracy, serving as a trusted resource on benefits‑related matters

Support M&A integration activities, including benefits harmonization and transitions

Lead or participate in cross‑functional HR projects and initiatives as needed

What Sets You Apart

Strong working knowledge of US benefits regulations (ERISA, ACA, HIPAA, COBRA, FMLA); familiarity with international benefits practices a plus

Experience with HRIS and benefits administration platforms and comfort working with data in Google Sheets or Excel; Rippling experience a plus

Proven ability to engage effectively with a broad, diverse group of stakeholders – from individual contributors to executives – in a fast‑paced environment

Detail and results‑oriented, with the ability to manage multiple priorities and drive projects to completion with minimal oversight

Adaptable and comfortable navigating ambiguity as business needs and priorities evolve

Excellent verbal and written communication skills, with the ability to translate complex benefits concepts into clear, accessible guidance for employees

Experience supporting global teams and multi‑country benefits programs is a strong plus
