
Assistant Housing Manager

On June 16, 2022, Governor Kathy Hochul signed the NYC Public Housing Preservation Trust Act, which authorized the creation of the NYC Public Housing Preservation Trust (the Trust). The Trust is a public benefit corporation that will oversee the renovation and rehabilitation of the City’s public housing developments, owned by the New York City Housing Authority (NYCHA). NYCHA will remain the permanent owner of the land/buildings and will enter a long‑term ground lease with the Trust to secure Section 8 vouchers.
The selected Assistant Housing Manager will be a NYCHA employee assigned to Nostrand Houses and will support the management of the development on behalf of the NYC Public Housing Preservation Trust. Under the direction of the Property Manager, the Assistant Housing Manager will perform work of moderate difficulty and responsibility in the administration and management of NYCHA’s housing program under the Trust and the Project‑Based Section 8 program.
Responsibilities
Assist the Property Manager in the administration of housing operations at Nostrand Houses.
Supervise Housing Assistants to perform various management and tenancy functions under the Project‑Based Section 8 Program, including but not limited to:
Assisting households with their annual recertifications in coordination with the Leased Housing Department to ensure timely submission and resident compliance.
Ensuring Management Housing Assistants process the Annual Affidavit of Occupancy.
Ensuring the timely collection of rents; assisting with the initiation and processing of legal action for non‑payment or lease violations and maintaining accurate records in NYCHA systems.
In coordination with the Leased Housing Department, supporting tenant selections, transfers, and rental processes, such that they are completed quickly and accurately to ensure HAP payments start in a timely manner and are maintained.
Working with residents to proactively resolve issues that could put their subsidy in jeopardy and initiate appropriate tenancy action as required.
In coordination with the Leased Housing Department, supporting the fulfillment of households’ reasonable accommodation.
Managing unsubsidized and/or unauthorized households.
In coordination with the Public Housing Tenancy Operations team, helping ensure the tenant ledger is kept up‑to‑date and accurate.
Promote positive resident experience by maintaining a professional office environment and ensuring the team assists residents with questions, complaints, and service needs in a courteous and efficient manner.
Maintain accurate computer files and documentation in accordance with NYCHA and HUD guidelines and assist with the preparation of management reports as required.
Coordinate with the Design‑Builder and Trust team during the construction and post‑construction phases, helping to minimize resident disruption and ensure continuity of service, especially leading up to and throughout temporary relocations.
Note: Preferred candidates are those already serving and experienced in title.

ASSISTANT HOUSING MANAGER (HA) - 80205
Minimum Qualifications
A baccalaureate degree from an accredited college, and one year of full‑time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or
A four‑year high school diploma or its educational equivalent, and five years of the full‑time satisfactory experience as described in “1” above; or
A satisfactory equivalent combination of education and experience as described in “1” or “2” above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full‑time satisfactory experience. However, all candidates must have a four‑year high school diploma or its educational equivalent.
Preferred Skills
Experience working at the Sheepshead Bay Consolidation.
Permanent civil service status in the title of Assistant Housing Manager.
Knowledge of Authority policies and procedures, laws and standards pertaining to property management, such as local and state building codes and other municipal regulations, Fair Housing Laws, Landlord‑Tenant Law, OSHA, Department of Housing and Urban Development (“HUD”) rules and regulations.
Proficient in Microsoft Office Suite and other Authority computer systems such as Maximo and Siebel.
Strong organizational and customer service skills.
Ability to interpret policies and guidelines and make sound decisions.
Expertise in building effective working relationships with peers, superiors, team members, residents, community service agencies, and the public.
Strength in balancing multiple priorities and demands, as well as analyzing situations, identifying problems, and offering solutions.
