Job Description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 168,000 apartments and over 370,000 residents. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Organizational Plan in collaboration with the Federal Monitor and sets forth various compliance‑related targets for NYCHA across major operational areas including Lead, Mold, Heat, Elevators, Pest, Waste Management, and Inspections.
Under the direction of the Skilled Trade Strategic Advisor, the Operations Analyst will independently exercise judgment and decision‑making and is responsible for:
Analyze data to answer stakeholder questions, identify trends, and make recommendations for operational improvements.
Develop and validate Excel reports to monitor progress and evaluate the effectiveness of programs.
Conduct analyses and build Excel models to determine projected workloads, staffing needs and associated cost estimates for successful implementation of agency priorities.
Draft policy memos and PowerPoint presentations to inform stakeholders of new strategic initiatives, progress on existing projects and data trends.
Draft talking points for Senior Management meetings.
Develop project plans and independently manage month‑to‑month deadlines, balancing urgency against importance while supporting longer‑term data analysis.
Complete ad‑hoc reporting at the request of the Skilled Trade Strategic Advisor.

Qualifications

A master’s degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full‑time professional experience in one or a combination of the following: budget administration, economic or financial administration, fiscal research, methods analysis, organizational research, program evaluation, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, economic planning, or related areas.
Or a baccalaureate degree from an accredited college and three years of satisfactory full‑time professional experience in the areas described above.
Or an associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full‑time professional experience as described above.
Or a four‑year high school diploma or its equivalent and seven years of satisfactory full‑time professional experience as described above.
Or a combination of education and/or experience equivalent to the above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. All candidates must have a high school diploma and at least one year of experience as described above.
