Job Overview We are looking for an experienced submarine communications expert to serve as a key advisor to the Joint Forces Maritime Component Commander Strategic (JFMCC STRAT) from our field office in Norfolk, VA. This critical position plays a pivotal role in advancing submarine communications employment through the development of requirements, concepts of operation, tactics, techniques and procedures, and exercises to ensure the nation’s SSBN forces have the communications resources needed for strategic deterrence.

We are looking for someone who enjoys inter‑agency collaboration for high‑stakes policy development and has a passion for national security work that directly influences technology integration into fleet exercises, operations and command‑level decision making.

Responsibilities

Serve as liaison between JHU/APL and military commands, helping resolve issues with Nuclear Command and Control (NC2) Communications (NC3) systems.

Analyze SSBN communications, provide information on problems and recommend corrective actions based on JHU/APL reports and communications documentation.

Collaborate with technical experts, program offices, and operational stakeholders to develop Concepts of Operations (CONOPs) for new and emerging submarine communications technologies.

Help shape submarine communications policies, procedures, and capability requirements; assist in preparing directives and operating procedures.

Develop communications exercises to train and evaluate SSBN crews; analyze results.

Coordinate and conduct quarterly Strategic Connectivity Steering Group meetings, maintaining minutes and action items.

Represent submarine community interests in inter‑agency working groups, conferences, and stakeholder meetings, advocating for resources, standards, and innovations.

Monitor material reliability of strategic communications equipment and maintain comprehensive reliability file; assist in improving documentation for maintenance of equipment and antenna systems.

Qualifications

Possess a Bachelor’s degree in a related technical field.

Deep understanding of submarine communications systems and procedures, strategic deterrence mission, and undersea environment challenges.

Expertise in NC3 architecture, systems, policies, procedures, and employment through all war phases.

Proven history of policy development, inter‑agency coordination, and participation in high‑level forums related to military operations.

Self‑motivated, can work independently at high level to drive multi‑organizational efforts.

Strong organizational skills.

Excellent written and oral communication skills.

Willingness and ability to travel up to 20% and support occasional off‑hour test events.

Hold an active Top Secret clearance and can ultimately obtain TS/SCI clearance. Eligibility includes U.S. citizenship.

Preferred Qualifications

Master’s degree in a related technical field.

At least twenty years of experience working with submarine communications systems.

Experience with radio frequency performance testing and knowledge of electromagnetic wave propagation theory.

Benefits and Compensation Salary range: $100,000 – $245,000 annually. The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Additional compensation may include sign‑on bonus, relocation benefits, locality allowance, and discretionary payments for exceptional performance.
