Job Description POSITION OVERVIEW:
TITLE: Title I Specialist (District)
LOCATION: Anderson School District Five
STATUS/FLSA: Full-time / Exempt
PAY SCHEDULE/GROUP: Administrative District Level (Group 6)
SUPERVISOR: Director of Federal Programs
TERMS OF EMPLOYMENT: 240 Days. Salary is determined by the schedule set by the Board.
EVALUATION: Performance evaluated by the Director of Federal Programs.
QUALIFICATIONS:
A master's degree or higher from an accredited college or university preferred
Valid South Carolina teaching certificate
Five years of successful classroom teaching and/or supervisory experience preferred
Demonstrated instructional leadership
Trained as an evaluator for the South Carolina Teaching Standards 4.0 preferred
Trained as a Mentor Teacher preferred
Proven record of positive impact on student achievement
Title I Program Experience preferred
Exceptional interpersonal skills
Outstanding oral and written communications skills
Demonstrated ability to work cooperatively as a member of a team
Demonstrated computer proficiency
JOB GOAL: To provide on-site technical assistance and monitoring of school-wide Title I programs and facilitate the improvement of student achievement and school improvement through the use of Title I strategies and resources.
PERFORMANCE RESPONSIBILITIES:
Work cooperatively with the Anderson Five Office of Federal and State Programs and school staff to develop and implement an effective Title I program in accordance with district, state, and federal policies, regulations, and laws.
Maintain knowledge of federal law, policy, and regulations related to Title I and assure the school’s compliance with all requirements of the Elementary and Secondary Education Act and Title I, Part A.
Provide leadership and support for Title I schools to maximize the effectiveness of federal funding for high poverty schools.
Work with the school leadership teams and Office of Federal Programs staff to conduct an annual comprehensive needs assessment through analysis of disaggregated student performance data, demographic data, and other pertinent indicators and develop a district and school-wide Title I plan that focuses resources on identified needs.
Monitor implementation of all aspects of the Title I plan and conduct formative and summative evaluations of the effectiveness of Title I plan activities.
Monitor Title I district and school-wide purchases to ensure expenditures are in compliance with district, state, and federal policies and procedures.
Support the instructional programs by staying abreast of instructional trends, research, and materials and working with school leadership to plan Title I programs based on needs assessment data.
Manage and administer Title I school-wide programs, including, working with school teams to develop strategies, assessment strategies, and program budgets. Amend programs as needed through the SC Grants Electronic Management System (GEMS).
Conduct monthly meetings with individual school leadership teams to provide technical assistance and monitoring of school-wide plans.
Plan, develop, coordinate, and implement district-wide Title I parent engagement activities for Title I schools.
Collaborate with the Office of Instruction to develop strategies and coordinate resources ensure student improvement.
Assists with the coordination of and facilitation of the schools' literacy and mathematics intervention programs.
Collaborate with school and district leadership teams to identify professional development needs in Title I schools.
Develop and train school staff on Title I procedures, processes, and compliance documents.
Work flexible hours to facilitate staff training, parenting programs, enrichment activities, and other duties to support Title I schools.
Develop and implement a comprehensive Parent and Family Engagement program that may include but are not limited to literacy, parenting, parent-child academic interactions, and community activities.
Conduct annual review and update of parenting policies and compacts.
Collaborate with the school leadership teams and district personnel to plan and implement professional training for teachers, aides, administrators, pupil services personnel, parents, and other community audiences.
Collaborate with the school leadership team and other school and district personnel to identify, evaluate, and implement research-based curricular materials and instructional methods that support the required strategies of Title I, Part A, and the required state and district academic standards in mathematics and English language arts.
Assist with federal and state Title I program evaluations.
Serve as a member of Title I school and district planning and advisory committees.
Assist the school leadership in monitoring school-level compliance of all Title I assurances and in collecting and archiving all required Title I documentation.
Assist school and district administration in the collection and analysis of data from diagnostic tests reports, other standardized tests results, and other instructional management systems information to plan effective use of instructional resources in the classroom.
Assume responsibility for the coordination and preparation of all school plans, reports, budgets, and other documents required by the State Education Agency (SEA) and/or the United States Department of Education (USDE) and complies with submission timelines.
Disseminate Title I project information to the school and district staff and to the public as appropriate, including maintaining web-based resources. Maintain accurate and up-to-date Title I inventory according to state and federal guidance.
Participate in professional development programs throughout the calendar year.
Assume other related Title I duties as assigned.
