
Emergency Management Specialist

Job Title
This position is located within the Department of the Interior (DOI), Office of the Secretary (OS), Office of the Assistant Secretary for Policy, Management and Budget (AS-PMB), Office of Emergency Management (OEM), Interior Operations Center (IOC), Washington, D.C.
Major Duties
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Oversees the monitoring of multiple information sources to collect, analyze, verify, prepare and disseminate information to ensure immediate notifications and alerts are made to key personnel regarding significant events that are affecting or could affect DOI facilities and/or personnel. This includes developing and maintaining Department level common operating picture and monitoring critical incidents.
Oversees the preparation of required alerts and notifications to relay updated information regarding emergency management activities and events to a large interagency audience. Uses geospatial and other graphics tools to enhance understanding of situational awareness products.
Maintains proficiency in the operation of IOC communication and IT systems to facilitate information sharing, disseminate alerts and notifications and operate classified IOC communication systems. Establishes and maintains strong effective working relationships with personnel from DOI bureaus and offices, DHS/FEMA and other Federal, State and local agencies to facilitate sharing information regarding emergency operations, planning, preparedness, response, and recovery and mitigation issues.
Coaches personnel in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices and procedures, and assists team members in identifying the parameters of viable solutions for program success. Provides on the job training to new employees in accordance with established procedures and practices. Instructs employees in specific tasks and job techniques and make available written instructions, reference materials and supplies. Provides information to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, personnel needs, and resolving simple, informal complaints of employees.
Performs as an expert analyst in support of the Interior Operations, Office of Emergency Management, the Department's emergency management program, and the Secretary of the Interior in operational areas such as analysis and productions, modeling, innovation, and tools development. Leads workgroups and facilitates emergency management projects in support of the office's strategic goals and initiatives.
Position requires a Secret security clearance. This is a drug-testing designated position, subject to pre-employment and random testing.
The incumbent is designated as an Emergency Employee and is subject to recall around the clock for emergency management operations or may be required to remain at work during dismissal or closure situations. Emergency Employees are expected to remain in contact with their agencies at all times during emergency situations. The Mission-Critical employee reports for work at regular or alternate worksites, as needed. Incumbent serves as a member of a Continuity of Operations team.
NOTE: This position has been identified for Emergency Operations Division Position Development and Qualification System certification established by the Office of the Secretary, Office of Emergency Management. Upon meeting regulatory and performance requirements, the incumbent may be non-competitively reassigned to position HQ0079C Emergency Management Specialist (Senior Watch Officer). The incumbent must submit to a Top Secret - SCI background investigation upon entering this position. Failure to obtain the certification or TS/SCI background investigation may subject the incumbent to adverse action up to and including removal.
A valid state driver's license is required.

Salary Range Information (Per Annum): * First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
GS-13: $121,785 to $158,322*
