
PERFORMANCE ASSESSMENT REPRESENTATIVE

Summary
You will serve as a Performance Assessment Representative in the Facilities Engineering and Acquisition Division, Public Works Department of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Responsibilities
Act as liaison between the Contracting Officer’s Representative (COR), the Contractor, and the Contracting Officer.
Review contract specifications for compatibility with performance assessment methods and procedures.
Attend and assist with pre-proposal site visits and pre-proposal conferences.
Provide assistance to the COR with performance assessments of assigned Facility Support Contracts.
Prepare government cost estimates for task orders and minor modifications using industry‑accepted standards.
Conduct on‑site assessments of Facility Support Contracts to observe work performance and methods employed to ensure compliance with specifications and drawings.
Qualifications
GS‑09
At least one year of specialized experience at or equivalent to the GS‑07 grade level or pay band.
Specialized experience must include:
Assisting in the development of performance standards for customer contract requirements and identifying historical technical, performance problems, and material deficiencies or substitutions.
Utilizing technical knowledge of facility systems such as HVAC, Fire Protection, or Elevator systems to review contractor work, assess compliance, and identify solutions to technical performance problems.
Preparing Performance Assessment Plans (PAPs) and Functional Assessment Plans (FAPs).
Performing a variety of administrative/operational functions to plan, organize, and facilitate necessary meetings with customers and contractors.
Preparing cost analysis and estimates applying industry/DoD estimating standards to determine the reasonableness of the contractor’s proposals for modifications or changed conditions.
GS‑07
At least one year of specialized experience at or equivalent to the GS‑05 grade level or pay band.
Specialized experience must include:
Preparing written documentation for observations, analyzing adverse quality trends or conditions to determine appropriate corrective actions, and assessing customer complaints regarding contractor services.
Reviewing shop drawings, job plans, and performance schedules to enforce applicable safety standards and Operational Risk Management techniques.
Preparing daily reports and verbally communicating with customers and NAVFAC personnel.
Assessing contractor performance on Facility Support Contracts to validate the contractor’s services meet contract specifications.
Assisting in the development of contract specifications, reports, and performance standards (measurable, accurate, and clearly understood).
Education
GS‑09 candidate may qualify with:
Master’s or equivalent graduate degree; or two full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D. if related.
GS‑07 candidate may qualify with:
One full year of graduate‑level education; or Superior Academic Achievement.
A transcript must be submitted with the application if qualifying using education.
