Duties
If selected at the GS-09 level, duties will be performed in a developmental capacity.
Serve as a subject matter expert, providing guidance on complex inquiries of environmental requirements and disposal processes.
Independently identify, evaluate, and recommend process improvements for the Hazardous Material Management System‑Hazardous Waste Disposition or similar systems, translating user feedback and complex support issues into functional requirements.
Develop and implement new and revised environmental policies and procedures, advise on their implementation, and evaluate requests for deviation from standard operating procedures.
Analyze and interpret current and proposed federal, state, and local environmental regulations (including RCRA, TSCA, and CERCLA) to determine their impact on agency operations.
Represent the agency in meetings with military services and other federal agencies to exchange information, resolve complex issues, and advocate for agency programs.
Develop and present comprehensive reports, detailed briefings, and training materials on program developments and environmental compliance to leadership and stakeholders.
Ensure the compliance of DLA field activities by conducting inspections of hazardous waste disposal contractors, treatment, storage, and disposal facilities, and sales customers. Analyze findings, identify trends, and take corrective actions.
Establish, collect, and analyze key metrics to evaluate program effectiveness and ensure performance targets are met or exceeded.

Qualifications
To qualify for an Environmental Protection Specialist, your resume and supporting documentation must demonstrate the following competencies and experience.
Specialized Experience
One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position.
For GS‑11 level, applicants must possess one year of specialized experience equivalent to the GS‑09 level or equivalent under other pay systems. For GS‑09 level, applicants must possess one year of specialized experience equivalent to the GS‑07 level or equivalent under other pay systems.
Creditable specialized experience includes:
Utilizing and interpreting the practices and procedures for receipt, storage, sale, and reutilization and ultimate disposal activities related to environmentally sensitive material and waste for a variety of Department of Defense (DoD) activities.
Understanding and following the principles of the Environmental Program by providing guidance and assistance to generator personnel, DLA Disposition Services personnel, and customer/contracted personnel in support of mission requirements.
Ability to use automated systems, such as the Hazardous Material Management System Hazardous‑Waste Disposition (HMMS‑HWD) module, or similar systems.
GS‑09 Requirements
Demonstrated skill in managing hazardous property and waste disposal assignments, including guiding receipt, handling, storage, packaging, and shipment of hazardous materials.
Knowledge of environmental laws and regulations, including RCRA, TSCA, and CERCLA.
Proficiency in using automated systems such as the HMMS‑HWD module or similar systems.
Ability to work independently under general supervision, interpret and adapt broad guidelines to specific situations, and resolve most conflicts as they arise.
Education substitution: Education must demonstrate the knowledge, skills, and abilities necessary for the work. Must be from a college or university accredited by an organization approved by the U.S. Department of Education (see http://ope.ed.gov/accreditation/Search.aspx). Submit a transcript if using education to meet basic qualifications.
GS‑11 Requirements
Similar requirements to GS‑09 level with higher levels of responsibility.
Ph.D. or equivalent doctoral degree, or three full years of progressively higher‑level graduate education resulting in such a degree, or LL.M. if related, qualifies in lieu of experience.
Combination of education and experience may be used to meet total qualification requirements for GS‑11 and GS‑09, following the percentage‑based computation guidelines.
Experience and Education
Experience may be paid, unpaid, or volunteer work such as Peace Corps, AmeriCorps, or other service organizations; all qualifying experience will be credited. Education can be supported with transcripts or other documentation.
