Position Description
The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city.

The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

The Harris County Flood Control District is seeking qualified candidates for the Project Communications Coordinator position, who will support the development and delivery of project‑specific communications and public engagement materials for flood risk reduction projects. The position works closely with internal departments to help communicate project information to the public, assist with outreach efforts, and ensure materials are accurate, timely, and aligned with established communications and engagement plans.

Essential Duties and Responsibilities
Project Communications Development

Support the development of project‑specific communication materials, including fact sheets, website content, presentations, and community updates related to flood risk reduction projects.

Draft and revise written content for public‑facing communications under the guidance of senior communications staff.

Information Coordination & Accuracy

Coordinate with project managers, engineers, and internal team members to gather project information and ensure communications materials are accurate, timely, and aligned with project milestones.

Monitor project schedules and flag potential communications needs or risks related to project changes, construction activity, or community concerns.

Digital & Website Management

Assist with website updates and content management for assigned projects, including tracking revisions and publishing approved materials.

Community Engagement & Outreach

Participate in planning and implementation of community engagement and outreach activities, including public meetings and other community events.

Prepare outreach materials and logistics for engagement efforts, including meeting notices, sign‑in materials, presentations, and follow‑up communications.

Respond to routine inquiries from the public or internal staff related to assigned projects, escalating issues as appropriate.

Documentation & Records Management

Maintain organized records of outreach activities, communications materials, and project documentation for assigned projects.

Follow established communications procedures and public engagement plans, providing input and recommendations for continuous improvement.

Additional Responsibilities and Duties

Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Requirements
Education

Bachelor’s degree from an accredited four‑year college or university in communications, journalism, public relations, or a related field.

Experience

Two (2) years’ experience in communications, public relations, journalism, or a related field.

Experience supporting the development and execution of project communications and community outreach materials.

Licensure

Valid Class "C" Texas Driver’s License.

Knowledge, Skills, and Abilities

Strong foundational writing skills, with a demonstrated interest in consistency, clarity, and adherence to brand guidelines.

Willingness and ability to learn project‑specific terminology and messaging to support clear and accurate public communications.

Ability to prioritize multiple projects and deadlines in a fast‑paced environment.

Working knowledge of Microsoft Office applications, including Word, PowerPoint, Excel, and Outlook.

General knowledge of communications practices and techniques, including public engagement and stakeholder communication.

Preferences
Experience

Experience producing or supporting written communications materials, such as web content, fact sheets, presentations, or outreach materials (preferred).

Experience contributing to communications or outreach efforts for projects or initiatives while following established processes and guidance (preferred).

Physical Demands and Environmental Exposure

Frequent standing and walking.

Prolonged sitting for extended periods of time.

Occasional stooping, bending, reaching, lifting, and carrying items up to 15 pounds, ascending/descending stairs.

Work is generally performed indoors in a normal office environment with acceptable lighting, temperature, air conditioning, and noise levels.

When at field locations, may be exposed to significant levels of heat, cold, moisture, air pollution, wind, dust, wildlife, flying/walking insects, vibration, and/or noise in excess of 85 decibels.

Employment may be contingent on passing a drug screen and meeting other standards.
