Position Description
The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

What you will do at Harris County Flood Control District

GIS Data Creation & Analysis

Creates physical and/or digital maps with geographic and spatial data for the District using geographic information systems (GIS) software.

Performs GIS spatial analyses and reporting.

GIS Data Management

Maintains and updates the District's GIS databases.

GIS Exhibit Production

Prints, laminates, and/or mounts on boards GIS exhibits as requested by District staff.

GIS User Support

Provides support to the District's staff, including locating GIS data and using the GIS software.

Additional Responsibilities and Duties

Attend departmental meetings and meetings with vendors, as needed.

Assist with department projects, as needed.

Work hours may be outside normal business hours.

Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Requirements
Education

High school diploma or equivalent

Experience

Two (2) years of experience using GIS products, equipment, mapping, and computer-aided design

One year of experience may be allowed for each year of education in GIS related course work.

Licensure

Valid Class "C" Texas Driver’s License

Knowledge, Skills, and Abilities

Excellent written and verbal communication skills.

Excellent organizational skills, while effectively prioritizing and scheduling multiple tasks and initiatives.

Requires good diagnostic and troubleshooting skills to solve work problems.

Proficiency with Esri’s GIS software, including ArcGIS Pro and/or ArcMap and ArcToolbox.

Work independently with limited supervision, relative autonomy, and general review.

Physical Demands and Environmental Exposure

Frequent sorting, filing, shelving, and handling documents, books, files, file drawers, and related materials and equipment required for clerical operations.

Frequent sitting for extended periods of time, occasionally ascending and descending stairs.

Frequent stooping, bending, reaching, lifting, and carrying items up to 10 pounds and occasionally lifting up to 20 pounds.

Occasional walking up and down steep slopes of ditches or on rough and uneven surfaces or ground such as sloping terrain, plowed or furrowed areas, or construction sites, driving of a vehicle with automatic controls.

Approximately 90% of duties are performed indoors in a normal office environment with acceptable lighting, temperature, air conditioning, and noise levels.

Approximately 10% of duties are performed outdoors, where there will be routine exposure to significant levels of heat, cold, moisture, air pollution, wind, and dust.

May be exposed to vegetation retardants, herbicides, fertilizers, petroleum products, including but not limited to gasoline, oil, grease, diesel, other fuels and lubricants, snakes, wildlife, wasps, bees, other flying or walking insects, aquatic bacteria, viruses, other micro-organisms, vibration or noise in excess of 85 decibels.

Other Employment Conditions
Employment may be contingent on passing a drug screen and meeting other standards.
