The unit ensures that grant funds distributed to local Workforce Development Boards (WDBs) and other sub-recipients are expended in accordance with applicable federal and state laws, regulations, and policies.The unit also ensures that effective systems, controls, and processes are in place to support efficient program operations and safeguard public resources.The Field Services team, a key component of the Accountability Unit, provides oversight of both internal and external programs by developing, implementing, and maintaining procedures that ensure local Workforce Development Boards remain compliant across all phases of WIOA program administration while achieving established program goals.### **Description of Work**This position serves as a **Programmatic Monitor** within the Field Services team, specializing in programmatic systems and operations for the 20 Workforce Development Boards and other WIOA-funded sub-recipients across North Carolina.The Programmatic Monitor works collaboratively with financial monitors and serves as a primary liaison between DWS and its sub-recipients, providing expert guidance on programmatic and operational requirements.Key responsibilities include:* Assessing administrative and programmatic systems of assigned Workforce Development Boards to identify strengths, weaknesses, and areas for improvement.* Monitoring compliance with applicable federal and state laws, regulations, policies, and administrative requirements tied to WIOA funding.* Providing technical assistance, guidance, and training to local boards and sub-recipients to support effective program implementation and continuous improvement.* Evaluating program operations to ensure efficiency, effectiveness, and alignment with established goals and performance outcomes.* Identifying and reporting issues that may impact program quality, including operational challenges or system deficiencies.* Detecting questioned or potentially disallowed costs, as well as instances of fraud, waste, or abuse related to programmatic activities.* Communicating findings, concerns, and recommendations to Division leadership to support informed decision-making and program integrity.The Field Services team works collaboratively to ensure that all grant recipients have the capacity to effectively manage WIOA funds and operate workforce programs in a compliant, efficient, and results-driven manner.**To receive credit for your work history and credentials, you must provide the information on the application form.
