It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.**Description of Work**The Auditor is responsible for performing financial, compliance, and operational auditing activities associated with State Directed Payments (SDPs) for Public Ambulance Providers and Local Health Departments participating in North Carolina Medicaid. This role ensures that all cost data, Certified Public Expenditures (CPEs), and financial submissions meet state and federal requirements while supporting accurate calculation, reconciliation, and documentation of Medicaid-directed payments.

The Auditor conducts detailed reviews of provider financial statements, expenditure reports, cost allocations, and supporting documentation to validate allowable costs and certify public expenditures. Work includes coordinating with county governments, public ambulance entities, local health departments, and internal state Medicaid teams to obtain necessary data and ensure compliance with reporting timelines.

The Auditor prepares SDP financial models, verifies intergovernmental transfer (IGT) requirements when applicable, reconciles payment calculations, and documents methodologies consistent with CMS and NC Medicaid guidance. This position also assists with audit readiness, responding to federal or state inquiries, developing internal controls, and supporting continuous improvement of SDP processes.**Knowledge Skills and Abilities/Management Preferences****Recruitment Range $56,647 - $70,000****\*\*Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours\*\***Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required.
