Description of Work
This position will be a part of the Legal Office within DHB. The DHB Legal Office provides day‑to‑day legal support for the Division including the provision of legal advice regarding Medicaid rules and regulation, drafting contracts and other legal documents, providing contract management support, reviewing responses to discovery and public record requests, and other legal assistance, as needed. The Legal Office also provides executive oversight and leadership for the Hearings and Appeals Unit.

This position is primarily responsible for supporting DHB’s legal team by providing paralegal services including responding to public record requests, medical records requests, coordinating responses to subpoenas/litigation, conducting legal research, providing document management support, assisting with Division rulemaking and legislative development and tracking processes, and assisting the Chief Legal Officer with other projects as assigned. The position will report directly to the Chief Legal Officer for NC Medicaid.

Key Responsibilities

Respond to public record requests, medical records requests, subpoenas, and litigation responses.

Conduct legal research and provide document management support.

Assist with Division rulemaking, legislative development, and tracking processes.

Support the Chief Legal Officer with other projects as assigned.

Knowledge, Skills and Abilities / Management Preferences
Preferred skills include:

Knowledge of word processing, online legal research techniques, and database management.

Experience responding to public records requests.

Skill at editing, proofreading, and redacting documents.

Knowledge of case, statutory, and common law, including laws related to public records and privacy/confidentiality.

Familiarity with filing systems and proficiency in document filing and retrieval.

Salary Grade Range: $63,367 - $95,051

Recruitment Range: $63,367 - $67,276

Position is eligible for a hybrid‑teleworking schedule to include weekly onsite work hours.

Minimum Education and Experience

Graduation from an appropriately accredited institution for paralegal training and three years of experience as a paralegal; or

Bachelor’s degree from an appropriately accredited institution and three years of substantive paralegal experience; or

High school or GED diploma and seven years of paralegal experience performing delegated, substantive legal work; or

An equivalent combination of education and experience.
