It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.**Description of Work**The North Carolina Child Support program operates in accordance with Public Law 93-647, North Carolina General Statutes 110-128-141, and federal regulations. North Carolina Child Support Services utilizes a statewide case management and financial system known as the Automated Collection and Tracking System (ACTS). This position will work within the Systems and User Support Unit, also known as the Child Support Security Team. The Child Support Security team, for the North Carolina Child Support Services is located at the Central Office in Raleigh, North Carolina. The Security Team consists of two Administrative Specialist and a new Lead Security Officer.
This position job responsibilities include the security officer, program security and IRS Pub 1075 correspondence.
Security Officer: Will ensure all reports, audits, communications, team coverage, new requirements from the state and federal IRS 1075 are implemented accurately and effectively. This position will provide customer service support to the central office, local office child support and any other department with access to the Automated Collection and Tracking System (ACTS) and all other systems utilized by Child Support. The person in this position will assist the team members in analyzing, researching, and responding to questions, concerns, and issues regarding child support security. This person is responsible for ensuring security is maintained to meet all Internal Revenue Service (IRS), federal and state mandated laws, rules and regulations for all systems accessed by child support workers.
Program Security: This position is responsible for reviewing request, granting access, changes, deletions of all user’s access in ACTS and managing all child support security forms. This position is responsible for reviewing the monthly RACF (Resource Access Control Facility) and WIRM (Web Identity Role Management) reports to ensure state child support staff access is correct. This position will conduct quarterly and annual audits of all workers with access to ACTS. Assist users with password rests for ACTS, Data Warehouse, WIRM, IDEC (Interstate Data Exchange Consortium), Smart Image Viewer and NCID (North Carline Identity Management).
IRS PUB 1075: This position is responsible for assisting and preparing annual safeguard and corrective action reports submitted to the Internal Revenue Service Department (IRS). The team collaborates with Privacy and Security, Information Technology Division (ITD) and the Internal Revenue Service (IRS) for on-site visits every three years. Corresponds with the IRS reviewer with questions/concerns regarding the states IRS inspection and field inspections. This position assist field representatives with questions pertaining to the IRS and state security requirements in the local offices.
