Introduction
The FAA Weather Camera Program (WCAM) is composed of hundreds of camera sites with thousands of cameras viewable from our cloud‑based web application, https://weathercams.faa.gov. The program is tasked with implementing Visual Weather Observation Systems (VWOS) across Alaska and the Lower 48 to support congressional mandates.

We are seeking a project engineer with strong project management skills. The candidate will be expected to perform on‑site surveys, initiate survey reports, complete environmental permitting documents, create detailed engineering transmittals and post‑installation records of the work. Candidates will be required to coordinate with local pilots to determine siting requirements, interface with local property owners for potential leases and collaborate across the program's real estate and financial offices to establish the work and maintain progress toward a final installation. The ideal candidate will be one who is detail‑oriented and thorough when adhering to our standards and requirements with a strong project management focus.

Duties and Responsibilities

Internal and external stakeholder engagement.

Identify exact VWOS/WCAM System locations to meet siting requirements.

Perform on‑site surveys to identify potential locations. Be willing and able to climb towers up to 60 feet.

Coordinate with landowners and/or tower management companies to explain the installation requirements for new facilities and evaluate potential lessors.

Complete detailed site survey reports and site selection reports.

Create implementation cost estimates for implementation options.

Complete safety and environmental reviews, checklists and permitting.

Develop comprehensive and clear engineering transmittals showing the work to be performed.

Coordinate with other program personnel for project establishment, project costs/funding and real estate acquisition.

Oversee the entire project life cycle for the establishment of a new camera facility including coordination with installation technicians and conducting pre‑installation and deployment meetings with the stakeholders. Liaise with government, vendors and others for problem resolution.

Complete post‑installation documentation including summary sheet and as‑built reports.

Report on project status updates and plans.

Able to travel up to 25% of the time.

Required Qualifications

4 years of experience in Systems Engineering.

Bachelor degree with 4 years relevant experience OR Masters with 2 years of relevant experience. Additional years of relevant experience (8 or more years) will be considered/maybe accepted in lieu of a degree.

Have the ability OR skill to perform problem solving OR demonstrate system thinking.

Strong verbal and written technical communication skills.

Ability to liaise with government, vendors, and other stakeholders for problem resolution.

Experience with monitoring systems. Alaska remote technical and engineering experience with Weather Camera OR similar systems.

Be willing and able to climb towers up to 60 feet.

Experience and willingness to travel to remote Alaska sites and work in rugged conditions any time of year. Also potential for traveling to Hawaii sites and Lower 48, and US Territories.

Ability to obtain a Public Trust Security Clearance Suitability. To be eligible for Public Trust Security Clearance, one must be either a U.S. Citizen OR a U.S. Permanent Resident/Green Card holder who has resided in the U.S.A for the past 3 years of the past 5 years consecutively with no breaks.

Preferred Qualifications

Tower Climbing and Rescue Climbing Certifications highly desired.

Experience leading a team.

Project management experience.

Experience with FAA or aviation related programs.

The selected candidate will have highly developed presentation skills, self‑motivated and proactive team player, excellent written and oral communication skills, and proficient using MS Office software, are desired.

Pay Range
Program budget salary for this role could fall anywhere between $100,500 to $107,000 with a slight wiggle room based on relevant experience and assessment.
