General Purpose
Performs entry level professional duties providing assistance to the Administrative Services functional area by being responsible for several long‑range work areas, including but not limited to research, project management, project organization and tracking, creation of policy manuals, projects, duties, or assignments. Also performs a variety of professional and administrative city‑wide support for the coordination of grant‑related activities. Assists with day‑to‑day administrative and management functions.

Works under the general supervision of the Director of Administrative Services.

Essential Functions
Research & Administrative Support:
Use research to develop, present, and/or assist in planning and implementing new or revised policies, procedures and programs to meet management goals including general administration, finance, human resource and information systems. Conduct studies of operational issues; prepare recommendations; evaluate recommended changes; conduct research, surveys and analyses as assigned.
Present verbally, in writing or through mixed media, ideas, reports, information, recommendations and various correspondences to a variety of audiences, including the general public, elected officials and City management.
Prepare and/or assist in the preparation of staff reports to the City Council; may present staff reports to City management, City Council and/or Council committees.
Provide general assistance, research and analysis related to special projects and assignments; provide financial analysis and reporting on grant projects; perform special projects, requests or research as assigned by the Director of Administrative Services.
Grant Coordination:
Research and track federal, state, county and non‑profit grant opportunities; coordinate city efforts in securing outside financial funding for capital improvement projects; meet with department heads, engineers and agency representatives; determine scope and need for projects; monitor grant opportunities; prepare grant applications; coordinate grant application activities with other local entities; conduct compliance monitoring; develop periodic reports; assist in day‑to‑day accounting of program expenditures; maintain fiscal records; prepare reimbursement requests; maintain project information and verify and validate draws against grants; maintain va rious files and records of grant documentation.

Qualifications
Education: Bachelor’s degree in public administration, business administration or a related field; Master of Public Administration preferred.
Experience: Sufficient experience to demonstrate aptitude and ability to perform essential functions; or an equivalent combination of education and experience.
Knowledge, Skills and Abilities: Knowledge of municipal government trends, organizational practices, financial analysis, economics, research methods, municipal accounting and budgeting, project management, events management, local government codes, graphic and video editing tools, electronics management, GIS principles, Microsoft Office; ability to conduct grant administration and grant writing; diplomatic and problem‑solving skills; strong communication and analytical skills; ability to work independently, meet multiple deadlines, maintain high quality and exercise discretion.

Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety.
