Position Overview and Responsibilities
This position serves as a Financial Analyst in the Fiscal Operations Unit for the Bureau of Mitigation, responsible for all subgrant agreements and reimbursement payments for the bureau’s grant programs.
Perform duties in compliance with applicable federal and state laws, rules, and procedures.
Provide operational and analytical support to the Budget Analyst in financial and grant-related activities across state and federally funded programs.
Assist in tracking, monitoring, and maintaining financial data to support accurate reporting and informed decision-making.
Support the preparation and review of financial reports, documentation, and data used for leadership, federal coordination, and grant lifecycle activities.
Perform financial reviews and reconciliations to ensure expenditures, payments, and records align with established guidelines and system data.
Maintain accurate and up-to-date financial records across systems and tracking tools to ensure data integrity and accountability.
Collaborate with internal staff to gather, verify, and validate financial information.
Identify discrepancies or inconsistencies in financial data and escalate findings for resolution.
Compile and organize financial data into clear reports and summaries to support internal and external reporting requirements.
Contribute to process improvements and support overall operational efficiency within the Fiscal Operations unit.
Perform duties as assigned by the Fiscal Operations Manager and bureau leadership.
Knowledge, Skills, and Abilities
Ability to plan, develop, and administer comprehensive internal processes related to financial management and budgeting.
Knowledge of FEMA’s Hazard Mitigation Assistance program rules and policies.
Knowledge of the reimbursement of management and administrative costs associated with administering the FEMA Hazard Mitigation Assistance programs.
Ability to independently develop timelines and deadlines for multiple projects and complete work accurately and on time.
Ability to collect, analyze, and interpret contract/grant programmatic and financial data.
Knowledge of and ability to apply basic accounting and auditing principles and procedures.
Skill in the use of Microsoft Office, including Excel, Word, and PowerPoint.
Ability to utilize problem-solving techniques and conduct fact-finding research.
Ability to plan, organize, and coordinate work assignments.
Ability to communicate effectively with others verbally and in writing.
Ability to establish and maintain effective working relationships with others.
Ability to travel overnight and work non-traditional hours during emergency events and assume disaster relief duties as directed.
Minimum Qualifications
A minimum of one year of finance, accounting, or other related field or equivalent work experience.
