About the Positions
Wereseeking Business Analysts at various levels to support long-range development initiatives for large, complex public transit environments. These roles focus on analyzing, developing, and improving processes, procedures, and workflows that support infrastructure maintenance, system integration, and program delivery. They are not traditional IT-focused Business Analyst roles. They are centered on physical infrastructure and operational environments, with a focus on program-level process development within transit or rail settings.
This post is for future roles and not for a specific opportunity that is available right now. We accept applications and conduct interviews in advance of upcoming hiring needs. When a candidate is selected, their profile is activated in our talent pool for this specialty area. We notify our talent pool candidates first whenever we have a project need. This post targets the greater Washington DC metro/DMV area.
Responsibilities
Analyze current-state maintenance, operational, and engineering workflows related to communications and signaling systems.
Support development and documentation of future-state processes, procedures, and standards to improve system performance and maintainability.
Facilitate workshops and working sessions with maintenance, engineering, and operations stakeholders to gather requirements and validateprocesses.
Identifygaps, inefficiencies, and risks in existing workflows and support development of recommended improvements.
Support integration of new disciplines, systems, and technologies into existing maintenance and operational frameworks.
Develop process maps, standard operating procedures, and supporting documentation.
Track action items, decisions, and deliverables across multiple initiatives.
Support preparation of reports, presentations, and materials for program leadership.
Attributes
Excellent written and verbal communication skills, with the ability to translate complex technical and operational concepts for diverse stakeholder groups.
Strong organizational and prioritization skills, with the ability to manage multiple workstreams, competing priorities, and shifting timelines.

Minimum Qualifications
Bachelors degree inengineering, construction management, business, or related field, or equivalent combination of education and experience.
5+ years relevant work experience supporting large-scale, complex infrastructure projects in passenger transit (bus or rail), including experience within transit agencies, operators, or similarphysical asset-based environments.
Experience analyzing or developing processes related to maintenance, operations, or asset management within passenger transit or similar physical, asset-based environments, including support of program planning or long-range initiatives.
Experience developing process documentation, workflows, or standard operating procedures.
Experience with process mapping tools such as Visio,Lucidchart, or similar platforms.
Proficiencywith Microsoft Office Suite/Office 365(e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
Master's degree inengineering, construction management, or business.
Certified Construction Manager (CCM), Project Management Professional (PMP), Professional Engineer (PE), or Architect Registration (AIA).
Experience working within transit agency or rail operator environments supporting maintenance, operations, or infrastructure systems.
Experience working with technical teams in communications systems, signaling systems, or similar environments.
Familiarity with signaling systems (ATC, CBTC) or communications infrastructure (fiber, radio, SCADA, CCTV).
Proficiencywith Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Compensation Details
Expected Salary:$100k-$165k/year ($48-$79/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate's level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
