Financial Management Analyst, Journeyman
Location:
Patuxent River, MD – PMA-242 Program Office
Duties and Responsibilities
Provides FMS financial and/or accounting support to the FMS PM, DPM, Business Manager (BFM) and other organizational support elements and activities.
Performs managerial/cost accounting, budgeting, funding execution, manpower management, workload, acquisition, document management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting.
Assists with development of appropriate acquisition documentation for FMS products and services.
Utilizes Navy ERP to perform financial execution functions and MISIL to track all commitments, obligations and expenditures for FMS case funds.
Provides support to a variety of management activities, corporate initiatives, special projects, and data calls, which could have significant impact on the organization and its business operations.
Analyzes impacts of budget marks.
Required Education
Journeyman - BA/BS degree.
Allowable Substitutions
Associate’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.
Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.
Required Experience
Journeyman - 3 to 10 years of combined experience performing duties described in the functional description.
Desired Experience
A minimum of four years professional experience demonstrated in DoD FMS financial management. In-depth understanding of FMS Case development, execution, reconciliation and closure, to include P&As, LOAs, case implementing documents, financial systems, types of funding documents and various types of procurements. Experience in Navy ERP, DSAMS, MISIL, and other DoN financial automated accounting & budgeting systems.
Security & Citizenship
Must hold or maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation
The salary range for this position is $78,433.76–$117,649.90 (annualized USD). This range represents the standard pay for this role and is one component of the total compensation package.
