ASSISTANT HUMAN RESOURCES OFFICER.

Duties

You will plan, organize and direct civilian HR services and activities.

You will provide authoritative advice, guidance and direction to top-level management and key operating officials on civilian HR strategies, programs, regulations and practices.

You will provide immediate and long‑range, systematic HR planning in support of NETC Human Resources Office’s (HRO) mission, goals and objectives.

You will oversee the operation of the HRO to ensure effective delivery of the following programs: Staffing/Classification/Position Management, Labor and Employee Relations and Workforce Support to claimant commands.

You will assist the HRO Director with the development of long‑term budget strategies to formulate a sound business plan to execute the above programs, and clearly articulate funded and unfunded requirements to higher‑level authorities.

You will oversee all aspects of NETC HRO operational program execution and ensure the HRD/Strategic Advisor is fully apprised of program status, focus areas, and metric data.

Applicants must obtain and maintain an interim and/or final security clearance prior to entrance on duty; failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Applicants must complete training, obtain, and maintain a government credit card for travel and travel‑related purchases.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites; applicants must be able to travel on military and commercial aircraft for extended periods of time.

Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics; applicants will be required to review the 14 General Principles of Ethical Conduct at 5CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development;

Ensuring compliance with governing laws and regulations;

Developing, interpreting, or advising senior management on human resource policies and administration;

Providing input for the strategic planning of human capital resources for an organization.

Experience may include paid and unpaid experience, including volunteer work through National Service programs.
