Position Overview/Duties
Assigned as a Team Leader and serving as the Deputy to the Resident Engineer, you will be responsible for the administration and management of assigned construction work. You will function independently to render technical decisions, enforce contract terms, and resolve complex construction issues requiring professional engineering application.

Primary Responsibilities

Field Engineering:

Making inspection visits to construction sites to determine progress, outline remedial measures for contractors, and provide technical advice to resolve complex problems. You will meet frequently with contractors and user representatives to ensure the intent of plans and specifications are met.

Construction Management:

Negotiating with contractors on construction changes and difficult engineering problems. You will be responsible for the technical interpretation of contract plans, preparing fund requests for modifications, evaluating price proposals, and executing duties as a Contracting Officer's Representative (COR).

Leadership:

Providing technical leadership and oversight for lower‑grade engineers and construction representatives. You will serve as a coach and facilitator for your team, monitor progress, and provide on‑the‑job training in quality control and assurance procedures.

Quality Assurance:

Ensuring compliance with plans and specifications through oversight of project engineers. You will coordinate the review of shop drawings, direct the preparation of progress reports, and certify contractor invoices for payment.

Minimum Education Requirement

Degree:

Engineering. The program must lead to a bachelor’s degree in a school of engineering with at least one ABET‑accredited program, or include differential and integral calculus and courses (more advanced than first‑year physics and chemistry) in five of the following seven areas of engineering science or physics: statics, dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials; and any other comparable area of fundamental engineering science or physics.

Combination of education and experience – college‑level education, training and/or technical experience that furnishes a thorough knowledge of the physical and mathematical sciences underlying engineering and a good understanding of engineering sciences and techniques applied to one of the branches of engineering. Adequacy must be demonstrated by professional registration or licensure, written test, specified academic courses, or related curriculum.

Professional registration or licensure – current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) in any State, the District of Columbia, Guam, or Puerto Rico.

Written test – successful completion of the Fundamentals of Engineering (FE) examination or other written test required for professional registration.

Specified academic courses – at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses specified above.

Related curriculum – successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, geology) with at least 1 year of professional engineering experience under supervision.

Architect (0808) Option

Degree:

Bachelor’s (or higher) in architecture or related field with 60 semester hours of course work, including 30 semester hours in architectural design, and 6 semester hours each in structural technology, properties of materials and methods of construction, and environmental control systems.

Combination of Education and Experience:

Education, training, and/or technical experience that furnishes thorough knowledge of the arts and sciences underlying professional architecture and a good understanding of architectural principles, methods, and techniques applied to the design and construction or improvement of buildings.

Minimum Experience Requirement
Specialized experience is defined as providing mechanical engineering expertise on a variety of complex construction projects by serving as a technical authority to resolve difficult engineering problems, and reviewing designs for compliance, constructability, and operational feasibility. This experience is typical of the next lower grade/level position (GS‑12). To qualify, you must meet the qualification requirements using experience alone; substitution of education for experience is not permitted.

Selective Placement Factor
A current Professional Engineer license and/or Licensed Registered Architect in the United States is required and must be maintained.

Must have or be able to obtain certification as a Contracting Officer’s Representative (COR) within 24 months of employment.

Travel up to 25% of the time to work at construction locations may be required.

The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty and annually thereafter.

This position may require completion of HTRW (Hazardous, Toxic, and Radioactive Waste) training and enrollment in a medical surveillance program. For HTRW project locations: 40‑hour HTRW training course, 8‑hour yearly refresher, and HTRW medical surveillance enrollment.
