PRINCIPAL HUMAN RESOURCES GENERALIST
HUMAN RESOURCES DEPARTMENT

The City of Worcester is seeking qualified applicants for the position of Principal Human Resources Generalist for the Hiring Division within the Human Resources Department. The Principal Human Resources (HR) Generalist is responsible for managing a wide range of administrative and operational duties related to the overall function of the Human Resources Department with a primary focus on tasks within the Hiring Division. The Principal HR Generalist will lead complex recruitment and talent-development initiatives while coordinating cross-departmental projects that advance citywide workforce goals. This position will oversee programs such as Boards & Commissions, internships, senior tax abatement program and more.

ESSENTIAL ELEMENTS
Partner with all Human Resource Divisions and assist with planning and performing the work for term projects or assignments.
Serve as Staff Liaison for the Citizens Advisory Board, attend a monthly evening meeting, and assist in the selection and onboarding process of Board and Commission members.
Develop and maintain ongoing actions with the Citizens Advisory Boards strategic plan for recruitment of Board and Commission members.
Oversee the Internship Program including managing the annual budget, hiring process, as well as, communicating with departments regarding their needs, collecting feedback from interns and more.
Partner with the Assessing Division and coordinate the Senior Tax Abatement program applications, partner with staff for volunteer placements, and track volunteer hours.
Maintain communication with City departments regarding City initiatives, provide support and develop project plans, timelines, and deliverables, and monitor progress of projects or programs.
Provide written reports and updates to various stakeholders, including but not limited to: City Leadership, Chief Human Resources Officer, City Departments community partners, community members, and the public.
Attract suitable and diverse candidates through databases, online employment forums, social media, open houses, career fairs, etc.
Collect, compile and track all documents during the hiring process for departments and for the board and commission process.
Screen applications to identify the most qualified candidates to advance in the hiring process and for the board and commission appointment process.
Schedule, participate and represent Human Resources in employment and board and commission interviews.
Assist with Workshops or trainings as needed, and have the ability to develop content for trainings
Participate in New Employee Orientation on a regular basis.
Perform other duties as assigned.
SECONDARY ELEMENTS
Identify and implement efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization to attract and recruit top talent.
Build and maintain relationships with local schools, colleges and organizations to establish paths for candidates for positions of employment with the City.
Attend and participate in college job fairs, open houses, and other recruiting events.
Help evaluate and further enhance the City’s sourcing capabilities and results.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Exceptional attention to detail
Excellent time management skills with proven ability to meet deadlines & prioritize, strong research and analytical skills
Ability to communicate clearly and effectively, both verbally and in writing
Ability to interpret policies, procedures, ordinances and regulations Ability to interpret and explain programs and objectives with colleagues and the public
Ability to handle multiple priorities in a confidential manner
Ability to work independently with minimal supervision Proactive and independent with the ability to take initiative
Demonstrated computer proficiency, including in Microsoft Office Suite
Ability to work with diverse organizations/interests, and to create and maintain effective working relationships with the public, City employees, and Department Heads
Ability to maintain an organized work environment, and maintain accurate, timely documentation
Ability to exercise good judgment and make decisions
Ability to use basic social media platforms
Ability to establish and maintain cordial effective working relationships with associates and the general public
Skilled at delivering a wide range of trainings and presentations to diverse audiences
Ability to work occasional hours/days outside of standard working hours to be present for meetings and events related to boards and commissions and staffing events
Ability to conduct interviews via video conferencing platforms and in-person
Ability to understand the City of Worcester’s ordinances and regulations
Knowledgeable in basic full-cycle recruiting processes, including sourcing, screening, and interviewing
Regular onsite attendance is required
MINIMUM REQUIREMENTS
Bachelor’s degree in public administration, business administration, human resources or a related field, OR;
any equivalent combination of education, training and five (5) years of relevant experience which provides the required knowledge, skills, and abilities to perform the essential functions of the position may be considered in lieu of above requirement
Three (3) years of experience working in a Human Resources environment
Two (2) years of experience overseeing programs or projects
Excellent verbal and written communication skills
Proficiency in Microsoft Office Suite
PREFERRED QUALIFICATIONS
Master’s Degree in public administration, business administration, human resources or a related field
Five (5) years of experience with program or project coordination
Five (5) years of experience working in a Human Resources environment
Three (3) years of experience working for a municipality
Two (2) years of experience managing all phases of the recruitment process
SALARY RANGE
$69,898 - $91,542 annually, full-time, exempt, with an excellent benefits package.
