Description Of Work

The Division of Health Benefits is seeking a Financial Analyst III/Team Leader to lead complex federal reporting and Medicaid financial operations during a transformative period. This senior-level position is responsible for ensuring accuracy and compliance in CMS financial reporting (CMS-64, CMS-21, CMS-21B, CMS-37) and managing financial oversight for specialized programs including DSH, Healthy Opportunities, Managed Care capitation, supplemental payments, and Tribal Option. The role requires advanced technical expertise to coordinate high-stakes financial transactions, prepare federal expenditure analyses, and maintain compliance with CMS and DHHS standards. As a team leader and mentor, you will provide technical guidance to financial analysts, support cross-training initiatives, and help build unit capacity as North Carolina implements Managed Care transformation. This role manages $27+ billion in Medicaid funding while mentoring colleagues in a mission-driven environment.
Knowledge, Skills And Abilities / Management Preferences

Recruitment Range:

$83,186 - $93,186
Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours.
The Knowledge, Skills, and Abilities (KSAs) / Management Preferences are not required. Preferred skills include:
Federal Grant & Expenditure Analysis: ability to conduct federal budget alignment reviews, evaluate funding allocation accuracy across multiple cost pools or programs, and perform cash impact analyses to support federal draw calculations.
Managed Care Financial Operations: analyzing capitation payments, Medical Loss Ratio (MLR) calculations, liquidated damages, and other managed care financial mechanisms within Medicaid or similar programs.
Complex Program Financial Oversight: experience managing and reconciling multiple concurrent payment streams (DSH, supplemental payments like AUBP/WRAP, and value-based programs) across diverse stakeholders.
Team Leadership & Mentorship: provide technical guidance, training, and mentorship on complex accounting processes, federal compliance standards, and financial system workflows.
Advanced Financial Systems Proficiency: experience with enterprise financial systems (e.g., NCFS, SAP, PeopleSoft, Oracle Financials) for general ledger management, journal processing, reconciliation, and rapid adaptation to new platforms.

Minimum Education And Experience

Bachelor’s degree in accounting, banking, finance, business administration, economics, or related discipline from an accredited institution plus 1 year of directly related experience, or an equivalent combination of education and experience.
