Summary
Installation Sexual Assault Response Coordinator (SARC) is the designated program manager of sexual assault victim support services at Naval Base Kitsap N91.
Responsibilities
Serve as the single point of contact to coordinate sexual assault response when a sexual assault is reported within the installation’s Area of Responsibility.
Act as the designated program manager of sexual assault and sexual harassment victim support services, overseeing local implementation and execution of the SAPR Program.
Provide case management for all reported cases from initial report through final disposition.
Program Management (≈40% of time): manage and evaluate sexual assault awareness, prevention, training, and victim advocacy; assign, monitor, manage, and document victim assistance activities by SAPR VAs; comply with D‑SAACP requirements; advise installation leadership on legislation, policies, and program initiatives; analyze and evaluate program effectiveness; communicate with leadership; develop processes, procedures, and communication strategies; ensure program compliance with authoritative guidance.
Co‑chair the Sexual Assault Case Management Group, presenting all unrestricted reports monthly and ensuring victim needs are met.
Interface with military and civilian agencies, and liaison with departments such as medical, base security, NCIS, Victims’ Legal Counsel, and chaplains to facilitate a team approach.
Provide consultation support for installation‑specific agreements to exchange information between victim support agencies and other commands.
Maintain a comprehensive file of Navy and civilian resources for victims.
Collaborate with local community crisis counseling centers.
Training (≈20% of time): train commands, SAPR VAs, and other personnel using CNIC HQ SAPR curriculum; ensure personnel are properly trained on reporting procedures and victim confidentiality; plan, schedule, and facilitate sexual harassment response training and annual refreshers.
Case Management (≈15% of time): document and maintain records in FFSMIS; track status of the SAPR Program, including trends, areas for improvement, and installation climate.
Oversight (≈25% of time): exercise oversight responsibility for VAs providing victim advocacy services.
Conditions of Employment
Must be able to obtain and maintain a Secret Security Clearance.
Must pass all applicable records and background check.
Must successfully pass the E‑Verify employment verification check; any discrepancies must be resolved as a condition of employment.
Qualifications
To be qualified for this position, candidates must have one or more of the following competencies.
Degree in behavioral or social science, or a related discipline appropriate to the position.
Combination of education and experience that provides knowledge equivalent to a major in the behavioral or social sciences.
Four years of appropriate experience demonstrating knowledge equal to a major in the behavioral or social sciences.
One year of specialized experience in sexual assault response or related fields.
Additional information: Salary is dependent on experience and/or education. Some positions may require a one‑year probationary period. Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days is required. E‑Verify confirms eligibility to work in the United States. The position may require travel more than twice per year, requiring a Government‑issued Travel Card.
