
Human Resources Generalist

Bay Cities Paving & Grading, Inc. is a leading heavy civil contractor serving the greater Bay Area. We are seeking a mid-level HR Generalist to support and help drive the day‑to‑day operations of our Human Resources Department. This role requires a working knowledge of California employment law and hands‑on experience across core HR functions, including Employee Relations, Benefits Administration, Workers’ Compensation, Talent Acquisition, Performance Management, and HRIS administration. The ideal candidate brings a foundation of HR experience and is ready to take on greater ownership of HR processes in a fast‑paced, field‑oriented construction environment.
Essential Duties & Responsibilities
Manage full‑cycle recruitment for field and office positions, including job postings, resume screening, interviews, offer letters, and coordinating pre‑employment requirements (drug screens, background checks, physicals).
Lead new hire onboarding and orientation; ensure compliance and timely completion of new hire paperwork.
Administer and maintain the UKG HRIS system, including employee data updates, reporting, and supporting employee and manager self‑service functionality.
Administer employee benefit programs, including medical, dental, vision, 401(k), COBRA, and annual open enrollment; serve as the primary point of contact for employee benefits questions.
Coordinate and track workers' compensation claims from initial report through return‑to‑work, liaising with adjusters, medical providers, and field supervisors.
Administer leaves of absence, including FMLA, CFRA, PFL, and PDL in accordance with California and federal law.
Assist management with employee relations issues, investigations, coaching conversations, and performance documentation.
Support the development and rollout of HR policies, procedures, and updates to the employee handbook.
Prepare HR reports and assist with compliance filings (EEO‑1, OSHA 300, DIR, prevailing wage support).
Process separations of employment, including final pay coordination, exit interviews, and separation documentation.
Respond to employee inquiries regarding HR policies, benefits, pay, and procedures in a timely and professional manner.
Maintain confidentiality of all employee records and sensitive HR information.
Assist with tracking and administration of company‑issued property.
Support continuous improvement of HR processes and contribute to department initiatives.
Qualifications
Education & Certification:
Bachelor’s degree in Human Resources, Business Administration, or a related field preferred; equivalent combination of education and experience considered. PHR or SHRM‑CP certification preferred or actively in progress.
Experience:
2–5 years of progressive HR generalist experience spanning multiple HR functional areas; open to entry‑level experience for the right fit. Demonstrated experience with California employment law, including wage & hour, CFRA, FMLA, PDL, and workers’ compensation. Prior experience in a construction, heavy civil, or field operations environment strongly preferred.
Skills & Competencies:
Proficiency in UKG Pro or UKG Ready HRIS; ability to run reports, maintain data integrity, and support end users. Proficiency in Microsoft Office Suite (Word, Excel, Outlook). Working knowledge of California and federal employment regulations. Strong organizational skills and attention to detail. Effective verbal and written communication skills. Sound judgment in handling sensitive and confidential matters. Self‑starter with the ability to work independently and take initiative.
Preferred Qualifications:
Experience with certified payroll, prevailing wage, or DIR reporting. Bilingual in English and Spanish. Familiarity with union or collective bargaining environments.
Physical Requirements & Work Environment:
Primarily office‑based environment in Concord, CA. Occasional visits to field/project sites may be required. Ability to sit for extended periods and use a computer. Must handle sensitive and confidential information with discretion.
