We are seeking a Business Development Manager with experience in heavy civil construction markets to support growth across the Mid-Atlantic region. This role requires someone who understands the regional market, client development, and capture strategy, and can lead efforts to secure new work aligned with company objectives.
Key Responsibilities
Identify, develop, and pursue business opportunities in alignment with the Mid‑Atlantic Business Plan
Lead and actively participate in capture strategies for targeted clients and projects
Build and maintain strong relationships with general contractors, developers, and public/federal clients
Develop and execute win strategies, including teaming, pricing, and positioning approaches
Coordinate and support proposal development, including win plans, schedules, and budgets
Lead client meetings, presentations, and negotiations
Monitor competitor activity, including pricing strategies and market positioning
Stay informed on customer programs, upcoming projects, and regional market trends
Collaborate with internal stakeholders to align resources and execute capture efforts
Support contract negotiations and ensure alignment with corporate requirements
Leverage internal and executive relationships to strengthen positioning and expand market presence
Qualifications
6+ years of business development experience within heavy civil construction or related markets
Proven track record of developing and winning work in the Mid‑Atlantic region
Strong relationships with contractors, owners, and/or public agency clients
Experience with capture management, proposal development, and sales strategy
Bachelor’s degree preferred (Engineering, Construction Management, Business, or related field)
Strong communication and presentation skills with the ability to influence decision‑makers
Ability to manage multiple pursuits simultaneously and meet deadlines
Strong understanding of heavy civil construction capabilities and project delivery methods
Strong organizational and strategic planning skills
Requirements
Must have a valid driver’s license
Must be a U.S. Citizen
Must participate in pre‑employment and random drug screening program
Subject to a background screening process
