Introduction
This internal recruitment is limited to current employees of Maryland Department of Housing and Community Development (DHCD).
We are seeking a skilled database administrator to work within a team or individually. The role requires administration of relational databases using tools such as SQL Server Management Studio and Visual Studio .NET. The candidate will develop or maintain database systems, including design, testing, deployment, and maintenance.
Qualified candidates will have experience developing software in a team environment with AGILE methodologies, proficiency with Microsoft SQL Server and Visual Studio .NET. The role requires familiarity with database development and administration, including the design, testing, deployment, and maintenance of databases.

Salary range: $91,761 - $102,888 per year, with potential for advancement up to $142,914 based on qualifications, equity, and hiring guidelines.

Position Duties
The main purpose of this position is the design, development, testing, implementation, and maintenance of database and related software systems. The role requires familiarity with housing and community development programs. The software may be built on commercial off‑the‑shelf (COTS) foundations or developed from scratch. The incumbent must handle non‑public information, including PII, and adhere to departmental SDLC guidelines and programming standards.
Minimum Qualifications
Three to five years of experience, including two to four years in database development and administration for multi‑tiered client‑server software.
One year of experience developing, testing, implementing, and maintaining applications using generally accepted programming languages or operating system modification.
Bachelor’s degree or equivalent substitution options: (a) two to four years of experience as above, or (b) high school graduate plus thirty credit hours in relevant college coursework, or (c) high school degree plus specific experience in operating computer systems, or (d) U.S. Armed Forces military service with the required database administration classifications.
Desired or Preferred Qualifications
Experience with Microsoft SQL Server Management Studio.
Experience administering enterprise databases.
Experience administering commercial off‑the‑shelf software.

Licenses, Registrations and Certifications
Employees may be required to operate a motor vehicle and must possess a valid Maryland driver’s license.
