HotFoot Recruiters is hiring a
Bilingual HR Manager
to support HR operations for a growing construction / semiconductor organization in Glendale, AZ. This role focuses on employee records management, compliance, audits, and HR policy/handbook updates, working closely with leadership in a fast-paced environment.

Monday–Friday, 8:00 AM – 5:00 PM
Pay Range:
$80,000 – $100,000 DOE
Responsibilities
Manage and maintain employee records, HR documentation, and compliance tracking
Conduct employee audits to ensure accuracy and regulatory compliance
Update and maintain employee handbook, HR policies, and procedures
Support onboarding and offboarding processes for employees
Ensure compliance with federal, state, and local employment laws
Handle HR reporting, documentation, and internal recordkeeping systems
Support employee relations and respond to HR-related inquiries
Partner with leadership to improve HR processes and operational efficiency
Assist with general HR administration and cross-functional coordination
Qualifications
Bilingual in Mandarin and English (required)
Local HR experience required (Arizona-based experience strongly preferred)
3–5+ years of experience in HR, HR operations, or HR generalist roles
Experience with employee records management, audits, and compliance
Experience updating or maintaining HR policies and employee handbooks
Strong knowledge of HR practices and employment regulations
Highly organized with strong attention to detail and documentation accuracy
Strong communication skills and ability to work cross-functionally
Proficient in Microsoft Office (Excel, Word, Outlook)
Able to work on-site in a fast-paced environment
