Job Description and Duties
Supports CDPH’s mission by independently completing personnel transactions related to industrial and non‑industrial disability leave, State Disability Insurance, Workers Compensation, FMLA, CFRA, and CAT Time Bank. Responsibilities include updating leave balances via the California Leave Accounting System, processing accounts receivable, preparing garnishments, managing benefits transactions, direct pay and COBRA, and overseeing retirement disabilities.
The Senior Personnel Specialist (Sr. PS) serves as the expert resource for complex personnel/payroll issues involving disability payroll and benefits. The Sr. PS researches and recommends solutions to critical personnel problems, reviews control agency letters, memos, and bargaining contract provisions, develops and revises internal procedures, and participates in personnel‑related projects.
The incumbent reports to the Supervisor I of the Payroll and Benefit Services Unit. Working hours are Monday‑Friday 8:00 am – 5:00 pm. Eligible for annual recruitment & retention pay differential after 12 consecutive qualifying pay periods.
Annual pay schedule: $2,400 after 12 months, $3,000 after 24 months, $3,600 after 36 months, $4,800 after 48 months.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This position is subject to PLP 2025 and will have a 3% monthly base pay reduction in exchange for 5 hours of leave credits through June 2027. Salary ranges shown do not reflect the salary reduction.
